Description
ECC is seeking a
Deputy Program Manager
for
environmental remediation
for the Southwest region. The Deputy Program Manager is primarily responsible for managing the activities of a designated program and projects to ensure that all ECC goals and objectives are accomplished within prescribed time frame and funding parameters using good management of forecasting, planning, performance execution, and ultimately through client trust, alignment and satisfaction with our work product. In this position, you will be:
Responsible for program operations standards for high quality internal and external client programs. Ensure adequate client satisfaction with our operational execution especially in regard to change management and invoicing systems. Monitor and ensure adequate net margins are being realized on the IDIQ task orders. Develop and assist in implementing corrective action plans with the operations managers where needed. Monitor project level performance for client price, scope, schedule, and assist project managers under their direct report in increasing cost performance. Identify new programs, markets and geographic areas to penetrate to maximize utilization of the program's contract(s). Ensure adequate backlog in the program working with the Program Director and BD along with operational groups to win the right work. Take leadership role in proposal efforts where needed and appropriate. Plan and manage activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters. Provide team leadership, technical leadership, budgeting, scheduling and interface with customers. Efficiently support the Program Director in managing program costs (direct and overhead) to maintain/optimize profitability. Establish work plan and confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority. Review status reports prepared by project personnel and modify plans as required. Prepare project reports for management, client, or others. Confer with project personnel to provide technical advice and to resolve problems. Establish, monitor, and revise departmental budget in accordance to Company policies and practices. Create appropriate internal controls within the department to minimize risk and liability. In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position. Ensure maximum Safety policies in all areas of responsibilities. Obtain maximum CCASS ratings for projects. Maintain and report program contract vehicle status and statistics. Grow and maintain key subcontractor relationships. Requirements
Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to work with company cost tracking (EZ TRAC/ Cost Point) and accounting system. Ability to define problems, collect data, establish facts, and draw valid conclusions. Proven ability to implement programs to address complex needs and problems. Ten years experience working with government agencies (i.e. DoD, DOE) in construction or environmental remediation. Five years successful project management experience with emphasis on management of costs, schedule, communication and application of other project resources. Travel:
Must be able and willing to travel periodically, typically less than 25% depending on the needs of the company. Education:
Bachelor's degree in engineering, construction management, geology, chemistry, or science discipline. Equivalent combination of education and experience may be substituted for this requirement. Preferred Qualifications
OSHA construction safety or 40-hour OSHA HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher training. Experience with cost tracking and accounting systems, such as EZ TRAC and Cost Point. Applicable professional registration (e.g., PE, RA, CEM, PMP, etc.). Salary and Benefits
ECC targeted base salary range for the west coast area is $150,000 to $170,000 annually.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
