As a Data Governance Lead, you will be responsible for developing, implementing, and managing the data governance program within the Nebraska Department of Health and Human Services (DHHS). Your role will involve establishing data governance policies, procedures, and frameworks to ensure data quality, integrity, and security. You will collaborate with cross-functional teams to enforce data governance practices and drive the adoption of data-driven decision-making. Additionally, you will monitor and report on data compliance, identify areas for improvement, and provide guidance on data-related issues.
Key Responsibilities:
Data Governance Strategy:
• Develop and implement a data governance strategy aligned with the DHHSs goals and objectives.
• Define data governance frameworks, policies, and procedures to ensure data quality, integrity, and security.
• Establish data ownership and accountability across business units.
Data Standards and Guidelines:
• Define and enforce data standards, naming conventions, and data classification guidelines.
• Ensure consistency and accuracy of data across different systems and departments.
• Collaborate with stakeholders to establish and maintain a data dictionary and metadata repository.
Data Stewardship:
• Identify and assign data stewards within the organization.
• Coordinate data stewardship activities, including data profiling, data cleansing, and data quality monitoring.
• Facilitate data issue resolution and escalate unresolved issues to appropriate stakeholders.
Data Compliance and Privacy:
• Ensure compliance with data privacy regulations and data protection policies.
• Implement data privacy controls, consent management, and data access restrictions.
• Conduct regular audits and assessments to monitor data compliance and security risks.
Data Governance Education and Awareness:
• Develop and deliver data governance training programs for employees to increase awareness and understanding of data governance principles and practices.
• Promote a data-driven culture and advocate for the value of data governance within the organization.
Data Governance Committee and Communication:
• Establish and facilitate a data governance committee or steering group to provide guidance and oversight on data governance initiatives.
• Communicate data governance strategies, progress, and challenges to executive stakeholders and business units.
• Collaborate with stakeholders to gain buy-in and support for data governance initiatives.
Data Governance Tools and Technology:
• Evaluate, select, and implement data governance tools and technologies to support data governance processes.
• Collaborate with IT teams to integrate data governance tools with existing systems and infrastructure.
• Stay updated with emerging trends and best practices in data governance technology.
Continuous Improvement:
• Monitor and measure data governance program effectiveness, including data quality metrics, compliance, and adherence to data governance policies.
• Identify areas for improvement and implement corrective actions.
• Conduct regular reviews and assessments of data governance processes and practices.
Qualifications and Skills:
• Bachelor's degree in a related field (e.g., Computer Science, Information Management, Business Analytics).
• 5+ years experience in data governance, data management, or a related field.
• Strong understanding of data governance principles, frameworks, and best practices.
• Familiarity with data privacy regulations and data protection practices.
• Excellent communication and collaboration skills to work with cross-functional teams and stakeholders.
• Analytical and problem-solving skills to identify and resolve data governance issues.
• Knowledge of data management technologies and tools.
• Experience in change management and driving organizational change initiatives.
• Relevant certifications (e.g., Certified Data Management Professional, Certified Data Governance Professional) are a plus.
