Job Description
The Application Research Center (ARC) is seeking a Senior Business Systems Analyst to gather business requirements, conduct needs assessments, and develop functional specifications to ensure IT solutions align with business objectives. The successful candidate will collaborate with a range of stakeholders, including senior IT leadership and subject matter experts, to manage stakeholder relationships, elicit requirements, prepare estimations for business analysis tasks and deliverables, perform systems analysis, and develop functional specifications using user stories, acceptance criteria, and use case narration. Key responsibilities include ensuring that unique business needs are accurately translated into functional specifications, assessing process improvement options, leading cross-functional team collaborations, assisting in the maintenance of project schedules, and developing status reports. Responsibilities
  • Plan and execute business analysis efforts, including stakeholder analysis, communication planning, and requirement elicitation techniques.
  • Lead requirements meetings, interview sessions, brainstorming, and documentation analysis, as well as other necessary techniques.
  • Assist in customer meetings to understand client business practices and needs, supporting the requirements analysis process.
  • Ensure requirements are complete, consistent, concise, clear, traceable, feasible, unambiguous, and verifiable, adhering to standards.
  • Extract and document user requirements from existing systems, including interactions and interfaces, to enhance user experience.
  • Validate requirements with business stakeholders and team members.
  • Collaborate with stakeholders and team members to develop and translate requirements into software specifications.
  • Support traceability efforts from high-level business needs through to functional validation.
  • Write detailed descriptions of user needs, program functions, and dependencies for application development or modification.
  • Manage changes to baseline requirements using change control processes and tools.
  • Work closely with developers and testers to ensure requirements are well understood and test scripts are developed accordingly.
Required Qualifications
  • Bachelor's degree with 8+ years of experience in Information Technology as a Business Analyst and/or Tester in an Agile environment.
  • U.S. Citizenship or Green Card holder required to qualify for a Public Trust clearance.
  • Strong experience facilitating meetings with business owners, technical leads, and other stakeholders.
  • Ability to capture business needs and develop corresponding functional solutions.
  • Experience in developing technical requirements, user stories, and mockups to address business needs, and working with developers and testers to ensure prototype solutions meet expectations.
  • Support UAT preparation efforts in collaboration with business owners/users.
  • Proficiency in Microsoft Office tools.
  • Knowledge of formal software development life cycle processes.
  • Motivated self-starter and quick learner.
  • Prior experience working in an Agile team and using Jira.
  • Experience creating and maintaining User Stories.
  • Ability to gather and document requirements for tabular reports and dashboards.
Desired Qualifications:
  • Experience in a government environment.
  • Familiarity with Agile development practices.
  • Prior experience with the U.S. Food and Drug Administration (FDA) Business Analysis and regulatory processes is a significant advantage.
