Senior Engineering Manager (SEM)

Bachelor’s Degree in Electrical, Software, Mechanical or Systems Engineering, plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet managerial expectations. Must have leadership experience, including day to day management of development and production programs; budget, cost and scheduling management; as well as people management.
Clearance Requirements: Department of Defense Secret security clearance must be obtainable within a reasonable amount of time from hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
Undersea Mission Solutions, a business area within the General Dynamics Mission Systems company, is a high-tech business focusing on hardware and software system design and integration, cutting-edge research and development, and manufacturing. We are a technology leader in numerous areas including rapid technology insertion, undersea sensors, signal processing, guidance and control, cyber security, environmental survivability, and high reliability systems. In this role, you will be required to lead the engineering group to design, test, and provide production support of current and next generation weapon systems for the Department of Defense.
As the
Senior Engineering Manager
(SEM), you will be responsible for setting the standard and upholding the high degree of competency required within the engineering group to support critical weapon system engineering processes from early concept development and requirements analysis / definition / management through detailed design / integration / qualification while ensuring adequate technical support for production activities during the sustainment phase.
The successful SEM candidate will provide expert leadership and guidance at all levels of the engineering organization and demonstrate the ability to contribute in a meaningful technical capacity to engineering tasking while managing the organizational needs of and ensuring performance excellence of a mid-sized engineering department.
As the SEM, you will work with the Program Manager, Chief Engineer, and program engineering leads to make critical decisions on architecture, design, and technology choices and be the technical beacon for the organization, working with cross functional teams to ensure that customer requirements are correctly analyzed, system requirements are developed and allocated to lower levels (subsystem, elements, and components), and plans for verification and validation are fully defined and executed. You will collaborate with external stakeholders and across your functional teams to resolve issues and recommend solutions to ensure that the system meets requirements with the performance needed for deployment.

Position Objectives:
In this position the SEM will be operating in two capacities:
1) ~ 20% management of the team’s functional groups (System Engineering, Integration & Test (SEIT), Electrical Engineering, Software Engineering, Mechanical Engineering and Design, and Configuration/Data Management. The management role includes all aspects of staff management, including recruiting, hiring, onboarding, training, coaching/mentoring, career development, performance management, compensation management, and separation of assigned employees. 2) ~ 80% direct charge for program tasking.
Engineering development design or test tasking depending on the phase of each program Proposal leadership, technical strategy and cost estimating. Contribution to research and development strategies and business growth opportunities. Develop and lead a world-class weapon systems engineering team providing a competitive edge to GDMS programs. Enhance and maintain accountability to delivering on engineering commitments while always looking to improve quality, speed of delivery and team productivity. Drive technical excellence into weapon system development programs to include delivery of design artifacts, engineering development models, proof-of-design units, proof-of-manufacturing units, low-rate initial production units, and factory test equipment. Ensure that engineers are active in developing risk mitigation plans and managing risk profiles. Drive new technology and capability initiatives and roadmaps, along with enabling cross program collaboration to leverage technologies or designs that may not have been previously considered. Ensure the success of the mission through proactive program engagement, innovative ideas, and proposal support as required. Establish operational objectives, work plans, and performance measures, and delegate assignments to subordinate teams. Conduct senior management reviews of business objectives to determine success of engineering operations.
