Under direction of the City Manager, plans, directs and manages City-wide Human Resources operations and provides responsible administration and recommendations on complex Human Resources issues.

SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from and reports to the City Manager. Exercises supervision over professional, supervisory, technical and clerical staff.

CLASS CHARACTERISTICS This is a single position class that preforms the full range of human resources functions and duties. This class is distinguished from other administrative support classifications by its complexity and specialized knowledge required in regards to human resources activities and programs.

Examples of Essential Functions

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Assumes management responsibility for all services and activities of Human Resources operations within the city including recruitment, classification, salary and benefit administration, workers' compensation, and discipline and grievance resolution. Confers with management staff on major human resources activities; provides direction and advice as needed; ensures City compliance with all personnel rules and regulations. Manages and participates in the development and implementation of Human Resources Department goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within City policy, appropriate service and staffing levels. Identify opportunities for improving service delivery methods and procedures; identify and resolve resource needs; review with appropriate management staff; implement improvements. Trains, motivates and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. Directs, coordinates and reviews the work plan for the assigned work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. Develops the human resources annual budget and oversees expenditures and implements budgetary adjustments as appropriate and necessary. Explains and educates city personnel on city programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Represents the City in labor negotiations with organized labor representatives and duly designated employee representatives. Represents the city on consultations, hearings, administrative, judicial or other type of dispute resolution process with organized labor. Develops and formulates programs and procedures for recruitment, testing, selection, classifications, compensation, training, employee and labor relations, manpower planning and employee development. Recruits, interviews, evaluates and certify applicants; delegates recruitment of positions as appropriate; constructs and administers examinations including written, performance, oral, training and experience evaluations; evaluates exams for compliance with legal and policy standards. Conducts classification studies, job audits and evaluations; conduct salary and fringe benefit studies and recommends changes in salary placement. Reviews and investigates grievances and complaints of employees; participates in the negotiation of memoranda of understanding with recognized bargaining units. Represents the city administration on regular or periodic Labor/Management consultations. Administers health, life, dental, vision, short and long-term disability, retirement and post-retirement benefit plans. Oversees Third Party Administrator for workers' compensation benefits. Participates on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence. Attends and participates in professional group meetings; stays abreast of new trends and innovations in various fields relative to human resource management, employee safety, and retirement. Responds to and resolves difficult and sensitive employee inquiries and complaints; coordinates or conducts any necessary fact finding or investigations needed on human resources issues. Performs duties of a disaster services worker in event of an emergency. Performs any related duties and assumes any responsibilities assigned by the City Manager. Qualifications

Knowledge of:

Operational characteristics, services and activities of public sector human resources. Principles and practices of human resources management and administration. Principles and practices of program development and administration. Principles of municipal budget preparation and administration. Principles of supervision, training and performance evaluation. Principles and practices of labor relations and personnel administration. Principles and practices of mediation and dispute resolution. Modern office procedures, methods and equipment, including computers. Pertinent Federal, State and Local laws, codes and regulations. Familiarity with the California Public Employee Retirement System policies programs and operations. Ability to:

Oversee and coordinate the work of administrative and clerical level staff. Select, supervise, train and evaluate staff. Manage and direct the operations, services and activities of a human relations office. Identify and respond to employees, community and City Council issues, concerns and needs. Develop and administer goals, objectives, and procedures. Use tact, discretion and mature judgment in the handling of sensitive and confidential information. Prepare clear and concise administrative reports, memorandum and financial reports Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Develop and implement programs for recruitment, classification, training and evaluation. Review and investigate grievances filed by employees. Administer employee benefits and workers' compensation programs. Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Lead, mentor, and develop subordinates. Adhere to work schedule. Follow verbal and written directions from supervisor. Interact effectively and cooperatively with those contacted in the course of work. Understand and follow work rules. Work in demanding, stressful situations and conditions.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in personnel management, industrial relations, public administration, business administration or related field. Five (5) years of increasingly responsible experience working in human resources management including three (3) years of administrative and management responsibility.

Licenses and Certifications: A valid California class C driver's license and automobile insurance.

Physical Demands/Environmental Elements/Working Conditions

PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer and must be able operate a motor vehicle and to visit various City and meeting sites. Must have vision to read printed materials and a computer screen; and hearing and speech to communicate in person, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. During emergencies, employee may be called on to work extended periods of time as needed.

ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with emotional, agitated or angry staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
