Summary Objective
The purpose of this position is to perform administrative, professional, and supervisory work in the design, permitting, and development of City construction projects, as well as maintenance, repair, and renovation of existing facilities. This class works independently, under limited supervision, reporting major activities through periodic meetings. Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Designs, permits, and manages projects constructed by City personnel, consultants, and contractors. Reviews plans, processes engineering permits, and inspects construction within City rights-of-way, as well as docks, boatlifts, and pilings. Assists with the preparation of the 5-year Capital Improvement Plan and annual budget. Resolves construction related issues and recommends corrective action for deficiencies. Works with the Department of Planning & Development Services to review, comment, and revise plats, site plans, easement acquisitions, and abandonments related to assigned City capital projects or facilities. Coordinates with various City executives and personnel to develop design plans and costs estimates for assigned City capital projects. Manages and directs daily construction administration activities and addresses design modifications, RFI's, PCO's, CO's, pay applications, and grant reimbursements for all projects. Works with the City Attorney on agreements, settlements, lawsuits, and disputes related to assigned City capital projects and facilities. Supervises staff within the division. Oversees contractors, trade professionals and design professionals working on assigned City capital projects or facility improvements, maintenance and repair. Acts as a chair for various capital and facilities project management meetings. Prepares project design plans and specifications. Plans, assigns and directs the operations and maintenance of City Facilities and other related public infrastructure. Manages the work of Facilities staff including coaching staff for improvement and development, training, assigning, reviewing and evaluating work performance, coordinating activities, maintaining standards, allocating personnel, selecting new employees, acting on employee problems and recommending and implementing employee discipline. Assists in the development and oversees implementation of the Construction and Facilities Division operating/capital budgets and establishes budgetary controls. Oversees and approves expenditures. Prepares financial forms and reports. Responsible for overseeing work necessary to maintain mechanical, electrical/electronic, plumbing, HVAC, and special systems including repair of interior fixtures, furnishings, equipment, grounds and exterior building maintenance to include lawn care, sprinkler system, parking lot, and exterior fixtures/finishes throughout the City. Monitors the department's customer service work order request process to ensure effective and efficient service delivery. Performs related duties as needed. Required to serve on the City's Emergency Management Operations Team which may involve up to 72-hours of continuous assignment (24-hours/day) at a secure facility or in the field. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice. Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's Degree in Civil Engineering or related major. Four (4) years of professional engineering experience or an equivalent combination of education, training and experience. Skill and proficiency in presenting data and information to an audience. Ability to supervise employees, assign work, and monitor performance. Ability to establish and maintain effective and appropriate relationships with contractors, consultants, employees, City officials, and the public. Ability to create and guide implementation on multiple construction projects and facility management programs in an efficient and effective manner. Ability to read and interpret architectural, engineering, construction-related plans. Ability to effectively communicate orally and in writing.
