Description
The City of Kodiak is recruiting for a full-time Administrative Specialist in the Finance Department. Under general supervision, this position is responsible for delivering excellent customer service to citizens by providing general information regarding the department and the City. Providing information can include, but not limited to sales tax, utility bills and other finance related functions. This position assists customers with various types of information such as, but not limited to: obtaining a business license and sales tax exemption cards; assisting in receiving and processing payments; data entry; receiving, scanning and filing reports; creating and maintaining records for the department; maintaining all related procedural documentation and compliance; and provides general office support to the department. Cross-trains in other areas of coverage in the finance department and provides back-up support.
The Administrative Specialist is responsible for providing administrative support to the department in an efficient and effective manner and is frequently required to make independent, sound judgments and to work without direct supervision. The Administrative Specialist must perform these duties in a manner that reflects positively on the City and the department.
Examples Of Essential Duties
Minimum Qualifications
High school diploma or General Education Development (GED) and Associate's degree or two-year technical certificate in accounting, business, or related field and three or more years of accounting and/or administrative support experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Must have a valid Alaska driver's license or the ability to obtain within 30 days of hire.

Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, lifting, carrying, pushing, pulling, stooping, bending, kneeling, crouching, reaching, twisting, feeling, talking, hearing, seeing and repetitive motions.
Functions of this position require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
Light Work: Exerting up to 25 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. If the use of arm and/or leg controls require exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
WORKING CONDITIONS:
Most work performed in routine office environment with some out-of-office duties required.

Examples Of Essential Duties
- Provides frontline customer service within the department, serving as the first point of contact for general in-person inquiries and telephone calls. Responds to citizens' questions and comments in a courteous and timely manner.
- Assists in maintaining all aspects of the business license and sales tax administration including, but not limited to processing business license and exemption certificate applications, delinquent accounts, insufficient check payments, and general account information.
- Accepts and processes payments for water and sewer utilities, business license, sales tax, and other City receivables. Processing payments includes account coding; and creating, entering and posting payment batches from online, in-person, mail and electronic payments.
- Performs administrative duties in support of the department to include, but not limited to: receiving and distributing mail and processes monthly mail outs; tracking and ordering office supplies; filing; scanning reports; performing a variety of administrative projects and research; creating and maintaining records in compliance with the City's established records retention schedule and policy.
- Distribute forms to customers requiring vacancy utility rate, water shut off/on, a business license and/or sales tax exemption certificates.
- Provides back-up support to other department staff in the accounts payable, business license and sales tax functions.
- Protects the confidentiality of customer information and records.
- Performs other duties as assigned.
