Position Title: Physical Security and Safety Manager

Location: Atlanta, GA (*On-site)
* Incumbent must work in office in Atlanta four (4) days per week and may work remotely one (1) day per week with manager approval
Summary:
The position is functionally responsible for managing MEAG Power’s physical security and related compliance efforts associated with MEAG Power’s transmission assets for all NERC, Federal, State, and/or Local requirements. The position is responsible for creating, maintaining, and updating policies and procedures to remain compliant with such standards for the physical security of MEAG Power’s transmission assets . This position represents MEAG Power with other Integrated Transmission System (ITS) Members (GPC, GTC, and Dalton) to develop, review, and update as needed, ITS procedures for physical security of the ITS. The position is also responsible for enforcing general safety procedures for MEAG Power field operations staff and maintaining a working knowledge of current OSHA and Electric Utility industry standards.
Scope of Responsibility:
Responsible for working with Manager of Operational Technology (OT) on developing, controlling, and maintaining an annual budget of approximately $450,000 per year for O&M compliance expenses associated with GPC maintaining the physical security of MEAG Power Transmission’s low and medium impact assets and BES Cyber Systems (BCS) that fall under NERC Critical Infrastructure Protection (CIP) standards. Develop and implement necessary training to comply with all Federal requirements associated with physical security. Monitor DOE, NERC/SERC, and FERC activities concerning the development of new regulations that will impact MEAG Power. Represent MEAG Power on ITS working groups associated with physical security and safety.
Key Responsibilities/Accountabilities:
- Functionally responsible for managing regulatory compliance involving physical security for MEAG Power’s transmission assets through interaction with Federal, NERC, SERC, local, regional, and national work groups and attending informational meetings. Working with the Cyber Security Manager, develop and/or maintain MEAG’s overall set of CIP policies and procedures as necessary to support MEAG’s overall NERC CIP physical security compliance.
- Functionally responsible for managing GPC’s overall CIP physical security compliance activities that they perform on behalf of MEAG Power – per various ITS Operating and Coordinated Functional Registration (CFR) agreements that exist between MEAG Power and GPC/SCS. Responsible for reviewing GPC and/or SCS CIP procedures and evidence supporting each of these agreements as necessary – to ensure MEAG Power’s overall CIP physical security and compliance objectives are fully met. This will include working with GPC on reviewing annual lists of MEAG Power’s transmission low impact assets and medium impact BES Cyber Systems (BCS).
- Assist MEAG Power Compliance area in preparing for audits and submitting reports. Assist in monitoring DOE, NERC/SERC, FERC and other industry groups developing and modifying regulations that will impact MEAG Power and physical security. Assist in submitting comments when needed on existing or newly proposed CIP standards and/or other physical security issues.
- Workgroup Participation - Represent MEAG Power on various physical and cyber security working groups within NERC, SERC, APPA, NATF, and/or LPPC as necessary. Represent MEAG Power on various ITS working groups associated with physical security and training to develop, review, and update ITS policies and procedures as necessary.
- Manage and promote physical security awareness and training between the MEAG Power Information Services (IS), Generation, and Transmission OT SCADA areas by participating in the MEAG Power CIP Working Group led by the Cyber Security Manager. This will include promoting “best business” and NERC CIP required physical security practices between each of these areas within MEAG Power. Collaborate with MEAG Power’s IS group to maintain the Safety Data Sheet database within MEAG Power corporate website.
- Monitoring Industry Alerts - Monitor through US-CERT, E-ISAC and vendor channels any physical security related announcement that might impact MEAG Power’s assets. Work with the appropriate MEAG Power Transmission area to determine the impact on deployed assets.
- Physical and Cyber Incident Response – Working with the Cyber Security manager, lead the effort of maintaining the MEAG Power Cyber and Physical Incident Response Plan (CAPIRP) associated with transmission physical and cyber security incidents. Review and update CAPIRP and/or any related MEAG Power plans or procedures periodically to meet requirements, including the MEAG Event Reporting Operating Plan (MEROP) to satisfy EOP-004 compliance.
- Working with the Cyber Security Manager, lead the effort of MEAG Power’s participation in incident response exercises – such as being the Lead Planner for NERC’s GridEx, ITS member exercises, etc. Manage and update the Substation Safety and Awareness course to Participants’ Local Law Enforcement.
- Perform physical security vulnerability assessments and periodic reviews of all MEAG Power transmission assets with restricted access. Develop security plans and help facilitate periodic drills to ensure operational compliance. Ensure that regulatory reporting requirements are met.
- Oversee MEAG Power Transmission’s physical access video and/or alarm equipment intrusion systems and work with other areas in MEAG Power Transmission to deploy such technology to the appropriate MEAG Power substation and/or transmission line locations – dependent upon active construction projects, active physical security intrusion events, etc. Coordinate with Local Law Enforcement (LLE) such as the Police, FBI, etc. - on appropriate MEAG follow-up related to such events and handle all appropriate reporting of this activity with outside entities as required – DOE, E-ISAC, etc. Develop response plans and procedures with MEAG Power’s Participants’ Local Law Enforcement (LLE) groups for MEAG Power facilities. Review and update these plans periodically to meet requirements.
- Physical Safety Training - Manage the updating of MEAG Power policies and procedures as necessary to remain compliant with OSHA due to changes in the OSHA Regulations, general utility safely guidelines and industry best practices. Conduct periodic safety meetings and promote physical security awareness for MEAG Power Transmission staff.
- Physical Security and Accident Investigations - Be available 24x7 for investigating physical security incidents, and conducting accident / incident investigations involving MEAG Power employees and facilities. Report incidents on MEAG Power’s infrastructure to the applicable organizations such as the DOE, NERC, SERC, Local Law Enforcement, FBI, E-ISAC, GEMA/HS, and the other ITS members.
Qualifications:
Position generally requires a bachelor’s degree from an accredited college or university in engineering, physics, mathematics or a related field of study plus at least 8 years of relevant experience including a minimum of 4 years supervisory experience in the electric utility industry. Additional experience may reduce the educational requirements. Must be completely reliable and able to communicate and work effectively with others.
