SUMMARY: Under the general supervision of the Human Resources Manager, performs a variety of administrative work in Employee Relations to include responding to employee complaints, workplace investigations, and advising management in personnel matters. Conducts presentations and training as needed. Acts in a confidential capacity in providing administrative support for the Human Resources Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- In partnership with the HR Manager, receive and effectively handle employee complaints and participate in employee complaint investigations. Accurately document complaints and investigations.
- Assist the HR Manager in resolving conflicts in the workplace. Evaluate and resolve work-related concerns; meet with management to determine appropriate action.
- Support and advise Managers on the handling of disciplinary, grievance, and performance issues and assist in writing disciplinary action notices.
- Assist and advise managers in the processing of performance evaluations as requested.
- Conduct employee satisfaction surveys and investigative surveys as necessary.
- Develop, schedule, and/or conduct skills trainings to improve employee performance, as needed.
- Responsible for tracking daily and annually the Sexual Harassment Avoidance training Certificates of Completion for new hires, current employees, and managers. Communicate with employees and managers to keep in compliance with requirements of Sexual Harassment Avoidance training.
- Communicate, track and document Annual and New Hire Conflict of Interest forms.
- Complete waiver request letters for Conflict of Interest to be sent to Department of Developmental Services (DDS).
- Communicate, track and document Workplace Violence Prevention Program (WVPP) for all staff annually and for new hires. Present WVPP training during new hire orientation.
- Complete monthly audit of the WVPP training and communicate with managers and staff for compliance.
- Assist the HR Manager and participate in event planning for Hiring Events, Open Enrollment, Employee Appreciation Event and onsite mobile clinics and any other event sponsored by the Human Resources Department.
- Observe confidentiality in dealing with staff at all levels.
- Perform as a member of a team, answering questions, sharing expertise and generally contributing to the efficiency and training of the team.
- Use office equipment appropriately and report the need for any repairs. Keep work area neat and orderly. Observe all safety rules and comply with IRC's Injury and Illness Prevention Plan and Workplace Violence Prevention Plan.--
- Ability to handle a hybrid work environment consisting of working in the office and remotely at home while maintaining work productivity and efficiency; communicate via telephone calls, video conference calls, emails, and chat rooms.
- Handle change well and be flexible and adaptable in dealing with interruptions, new priorities and new assignments.
- Maintain good attendance and punctuality.
- Good verbal and written communication skills. Utilize agency's IT systems as assigned, maintaining security and following appropriate protocols, procedures, rules and requirements.
- Keep manager informed of pending work, work in progress and problems encountered.
- Update knowledge through readings, briefings and training.
- Drive vehicle to other office locations to pickup/deliver documents and materials and to assist other clerical support unit(s) as needed or assigned.
- Perform additional work as assigned.
MINIMUM POSITION REQUIREMENTS:
- Bachelor's degree from an accredited college or university.
- Minimum of 3 years of experience in Employee Relations, employment investigations and advising management.
- In lieu of a Bachelor's degree, a High School diploma and 4 years of experience in Employee Relations and advising management.
- Basic knowledge of Employment law.
- Must possess excellent problem-solving skills and ability to lead teams.
- Must have experience developing and delivering training programs. Must have excellent presentation skills.
- Must have excellent organizational skills and attention to detail.
- Must be able to communicate clearly and concisely; excellent interpersonal, verbal and written communication skills.
- Computer skills in Word, Excel, and Power Point.
- Demonstrated ability to type 50 WPM.
- Ability to establish and maintain effective working relationships with others.
- Full use of an automobile, possession of a valid California driver's license and liability insurance for the minimum amount prescribed by law or ability to provide for independent transportation.
- Must have and maintain a safe driving record.
