Typical experience:
a. Comparative multi-domain HSI engineering analysis, impact assessments, trade-off studies of complex
systems.
b. HSI design, installation, integration, and test support either in a laboratory or direct applications.
c. Design documentation/specification development.

e. HSI-related engineering requirements, performance and risk analysis.

Description:
- Review, assess, and provide advice in the development of engineering processes for NOA programs and projects and other enterprise initiatives for efforts in the RDT&E phase of the acquisition life cycle.
- Provide recommendations to policy and products to resolve enterprise-wide process and procedural challenges, issues, and conflicts.
- Assess and provide advice in the development, review, and publishing of NOA architectures, standards, competency development models, training program documentation, manpower analysis (analysis, metrics, and projections) policy and processes to ensure consistency among tightly coupled work products for efforts in the RDT&E life cycle.
- Shall maintain strategic plans, communication plans, competency development models, training programs and management of initiatives that directly support the NOA Leadership team. This includes performing analysis, conducting surveys, and compiling statistics and information necessary to prepare reports, briefings, correspondence, messages, and memoranda that support alignment with the NOA End State Framework.
- Identify risks associated with the development and implementation of the NOA Architecture, both external and internal, for efforts in the RDT&E phase of the acquisition life cycle.
- Identify risks associated with the development and implementation of SoS interface management control processes and products to document interface standards, controlling parameters, and interface agreements for efforts in the RDT&E phase of the acquisition life cycle.
- Provide functional knowledge and technical support of developing enterprise architecture to support MBSE to the NOA Chief Engineer. This support shall include data structure supporting Systems Modeling Language (SySML) and development of integration with current data models and tools in use by the NOA Chief Engineer.
- Evaluate cybersecurity technical approaches to support design and development efforts. When approaches are determined to be ineffective, inconsistent, or incompatible, shall provide recommendations concerning technical and programmatic changes through point papers, reports, and or briefings.
- Observe and document cybersecurity evaluations throughout the requirements, engineering, testing, and development phases of acquisition (e.g., RMF, Systems Engineering Technical Review (SETR), cyber risk to mission, and cybersecurity readiness).
- Work to identify and document information from each of the functional areas for incorporation into the IATA and assist in the development and presentation of IATA artifacts for efforts in the RDT&E phase of the acquisition life cycle.
- Identify risks associated with the development of enterprise architectures to address system of system cybersecurity designs, maximizing common and inheritable security controls in support of a defense in depth strategy through the utilization of digital engineering methods (e.g. model based systems engineering) for efforts in the RDT&E phase of the acquisition life cycle.
- Develop engineering technical reports, analysis, briefings, and meeting minutes related to IATA responsibilities, SoS and Capability analysis, Cloud Security Development capabilities, Trusted Security and Networks (TSN) and Supply Chain Risk Management (SCRM), and Industrial Control System (ICS) and Supervisory Control and Data Acquisition (SCADA).
- Shall provide support with drafting the development of a Test and Evaluation Master Plan (TEMP) that describes test objectives, critical technical and operational test parameters, and test phases for various efforts.
- Attend meetings as required and provide technical analysis of meetings and documents to support the S&T Roadmap requirements, analysis, and integration with NOA development activities.
- Provide input in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle including System test and quality assurance plans to include TEMPs, Independent Verification and Validation (IV&V) plans, Software Development and Software Management Plans.
Job Requirements
Typical experience:
- 6 years of experience in Government related R&D, T&E, and systems acquisition programs.
- Additional guidelines: 4 years of relevant HSI engineering experience in at least 3 of the areas listed below:
a. Comparative multi-domain HSI engineering analysis, impact assessments, trade-off studies of complex
systems.
b. HSI design, installation, integration, and test support either in a laboratory or direct applications.
c. Design documentation/specification development.
d. HSI test planning and test procedures development, test conduct, analysis, and reporting.

f. Applying engineering principles to investigate, analyze, plan, design, develop, implement, test or
evaluate systems.

Typical education:
- ABET Accredited BS Degree from ABET recognized engineering curriculum. Examples include ME / EE / IE / CSE OR BS Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Examples include Applied Math, Applied Physics, Operational Research, Modeling and Simulation, Chemistry, Biology, Computer Science, Naval Architecture.
Security Clearance:
- Security clearance required active SECRET.
