Assistant Deputy Director - Power Systems

A Brief Overview
The Assistant Deputy Director of Power Systems oversees the administration, operation, and performance of two (2) power plants, operational maintenance and improvements to campus electrical generation and distribution systems, HVAC systems, Plumbing systems and natural gas infrastructure. Serves an Airport Authority lead responsible for the planning, procurement and completion of capital improvements to the power plants and utility infrastructure.

What you will do
  • Oversees the administration and operation of the two (2) central power plants, as well as the electrical, HVAC, Plumbing and natural gas infrastructure of both Detroit Metro and Willow Run airports. Supervises the North Terminal Power Plant staff as well as the Electrical, Plumbing, Utilities Management and HVAC Units.
  • Establishes and administers departmental goals, strategic plans, metrics, and key performance indicators in coordination with the Airport Authority mission and vision plan. Works to achieve these through best practices and standard operating procedures (SOP).
  • Ensures reliability and delivery of primary utilities, as well as that environmental mediums are seamless, continuous, and cost effective.
  • Performs special projects that include research, data analysis, cost estimates, utility consumption studies, cost projections, and utility profiles. Develops projections and models on future utility costing and consumption profiles for various utility end users.
  • Manages and conducts all aspects of asset management responsibilities related to the Power Plants, HVAC, Plumbing and utility infrastructure. Administers specific objectives of the Asset Management Council, and the Computerized Maintenance Management System (CMMS).
  • Prepares and maintains reports of operational activities including but not limited to performance reporting, monthly activity, and project reporting, Standard and Emergency Operating Procedures, and balanced scorecard reporting.
  • Develops, plans, initiates and manages major procurements and contracts for the Utilities, Electrical, Plumbing and HVAC Units. Ensures that critical operational and support contracts and services for Utilities Unit are continuous and seamless.
  • Coordinates activities of Utilities Unit across all Airport Authority Departments and Divisions including but not limited to construction activities, service interruption, new services, and utility management and costing. Monitors utility capital projects to ensure that reliability and capacity meet current and future airport objectives and goals.
  • Develops, monitors, and maintains the Department's operating budget as it relates to operational, contractual, support services and capital improvements to the Power Plants, HVAC, Plumbing and Utility infrastructure. Monitors and adjusts cost and resource allocations as needed to ensure capital improvements, procurement and expense forecasts are fully utilized.
  • Performs other similar and related duties as required or directed.

Qualifications
  • Bachelor's Degree from an accredited college or university with major coursework in Engineering, Engineering Technology, or Power Industrial related. *An equivalent combination of education and relevant experience may be considered.
  • 7 or more years of progressively responsible management level experience operating and maintaining Central Power Plants utilizing natural gas fired boilers and electric centrifugal chillers, or 4 or more years of management level experience that includes managing programs, projects and union personnel.
  • Familiar with Office Suite Software (Core - Email, Word Processing, Spreadsheets, Presentation)
  • Familiar with Computerized Maintenance Management Software (CMMS) integrated maintenance management and inventory systems.
  • Familiar with Accounting/Financial Software integrated financial and procurement systems.
  • Valid Driver's License A valid driver's license and a safe, acceptable driving record.
  • 1st Class Stationary Engineer. UNL Refrigeration License only if applicant does not have a four (4) year degree as described above.
  • EPA Approved Universal CFC License only if applicant does not have a four (4) year degree as described above.

Supervisory Responsibilities
Manages People: 1-5 direct employees, 11-49 indirect employees
