Position Description:

The Chief Financial Officer (CFO) is responsible for all aspects of the financial operations for the agency, which includes all financial obligations for a Federally Qualified Health Center (FQHC) operating in Northern California. Reporting directly to the Chief Executive Officer the CFO provides accounting, budgetary, and finance-related operational and programmatic support to all agency programs and activities. The CFO directly oversees and supervises the financial/accounting department and staff as well as works collaboratively with program directors and leaders to lead all finance projects and, with the Board of Directors, ensure the organization's financial stability. The CFO offers primary agency oversight for all financial contractual matters, and assesses the financial soundness of proposals for new or extended programs and new business development. The CFO serves as an active member of the Executive Leadership Team helping to develop and implement the agency's financial stewardship. This role manages all financial functions including; accounting, billing, reconciling, budget development and tracking, financial operations, financial projections, finance personnel management, FQHC financial obligations, agency wide insurance coverage, management of fiduciary requirements, and develops projections on individual project budgets, grant budgets, and the capital improvement budget. This role supports the Chief Executive Officer in preparing financial reports for the Board of Directors.

Job Duties and Responsibilities:

  • Actively manage the day-to-day accounting and financial operations of the agency.
  • Manage finance department personnel, including guiding staff and collaborating on hiring, training, delegation of duties and performance management, and provide regular Accounting Manager check-ins to support overall team functions.
  • Participate in weekly leadership meetings to discuss direction of the Organization and present financial data.
  • Develop budgets for the agency as a whole, individual programs, and new/proposed/expanded services, including the preparation of budget revisions as needed.
  • Lead annual budgeting process, working collaboratively with Ritter Center leaders to develop and create budgets and fiscal workplans.
  • Prepare a draft organization budget for discussion and development with the management team and presentation to the Board of Directors
  • Prepare, analyze and present monthly financial reports for the agency, its programs, and activities.
  • Prepare the general ledger and financial statements for distribution to management, along with the related Board Narrative, Board Summary and other reports.
  • Prepare standard, adjusting, and correcting journal entries to post to general ledger, as needed, in order to prepare the reports listed above.
  • Report on financial results and issues to the Chief Executive Officer and Board of Directors regularly.
  • Oversee and review the preparation of all program financial reporting required for funding sources.
  • Provide guidance to the Accounting Manager's supervision of the Billing, Accounts Receivable and Accounts Payables functions/staffs and the integration of billing information from the Electronic Health Record system into the accounting system.
  • Oversee the agency's banking activities and actively manage cash flow to ensure it meets agency needs.
  • In partnership with the Accounting Manager and Chief of Staff, support the negotiation and execution of agency contracts with funding sources, vendors and collaborative service providers.
  • Manage accounting control systems and internal audits ensuring the accurate and timely production of accounting information and financial reports.
  • Monitor changes in legal, regulatory and administrative environments and implement changes in procedures as needed to maintain compliance while maximizing operational and financial results.
  • Manage the agency's liability insurance program, including ongoing risk analysis.
  • Partner with Ritter's HR leadership to ensure fiscal efficiency/effectiveness of employee benefit programs, HR data systems, and HR iniatives.
  • Provide leadership for the annual budget using the accounting software.
  • Provide overall accounting and finance direction, supervision and planning to the management team and the Board of Directors.
  • Prepare the Medicare cost report and all required and optional Medi-Cal forms and reports.
  • Serve as the agency's primary liaison with its independent Auditor to ensure the annual audit is completed smoothly and in a timely manner. Oversee preparation of audit information as needed and coordinate with the Accounting team on year-end agency audit.
  • Serve as on-site resource for all financial audits (annual, Workers' Comp, etc.).
  • Attend additional committee and board meetings in an advisory capacity.
  • Represent the organization as a member of the leadership team to both internal staff and the community.
  • Attend staff meetings and trainings as scheduled or requested.
  • Provide Federal Qualified Health Center (FQHC) fiscal compliance and oversight.
  • Partner with program leaders to prepare monthly 340B program reconciliation and reporting; provision of support with program compliance
  • Prepare the FQHC Medicare Cost Report
  • Prepare quarterly FFR 272 Reports, monthly federal grant drawdowns and grant compliance
  • Prepare annual Federal Financial Reports
  • Preparation of/assistance with Federal 330 Grant Noncompeting Continuation budget forms
  • Prepare financial tables for annual UDS report
  • Provide fiscal compliance for state and local regulations
  • Prepare DHCS Annual PPS Reconciliation Request forms
  • Prepare FQHC Medi-Cal Change in Scope of Services (if necessary)
  • Prepare financial sections for annual OSHPD report
  • Prepare Welfare Exemption Forms
  • Provide various special reports, projects and provision of support for DHCS audits, as needed
  • Perform other duties as assigned.
Qualifications:
  • Per our Federally Qualified Healthcare Center (FQHC) requirements employment at Ritter Center requires compliance with being able to produce a negative TB test prior to the start of employment, as well as being fully vaccinated against COVID-19 (unless applying for an exemption) per the August 5th State Public Order for Healthcare Facilities, providers and employees.
  • CPA preferred
  • Bachelor's degree from an accredited college or university in accounting, finance, or business administration, or equivalent. Master's Degree preferred
  • A minimum of five years of progressively responsible work experience managing the accounting functions in a non-profit agency, or equivalent experience
  • Experience with overseeing and managing State of California and Federal HRSA/FQHC contract/grant management and reporting procedures and requirements
  • At least three years' experience in a senior financial management role
  • Previous experience with accounting software such as Sage, QuickBooks, or similar accounting software
  • Familiarity with clinical nonprofit organizations and clinical billing practices, including Medicaid, Medicare and other major health insurance providers.
  • Significant knowledge of and experience in non-profit accounting, including grant accounting, compliance, and reporting.
  • Knowledge and experience in health care finance, including third party reimbursement mechanisms
  • Demonstrated ability to organize, direct and coordinate operations in personnel supervision, the recruitment and retention of key personnel and budget management
  • Good communication skills, both verbal and written
  • Strong organization, leadership, and analytical skills
  • Consistent attention to detail
  • Highly advanced knowledge and utilization of Excel. Strong computer literacy to include use of MS Word, Power point, Outlook, and more
  • Ability to interact professionally with Organization staff, Board members, volunteers, and other related agencies
  • Well organized and the ability to readily multi-task and prioritize
  • Capability to lead a team and partner with others to accomplish the mission of the organization

$170,000 to $180,000 per year
