Job Description
The Texas General Land Office is seeking a Data Officer within the Information Technology Services Department of the agency.
The Information Technology Services (ITS) team advances the mission of the State of Texas General Land Office through technology. The Data Management Officer performs data analysis and architecture work, providing direction and guidance on strategic operations and planning and developing policies, standards, designs, and action plans on enterprise-wide information governance, data system integrity and integration, and the use of data for business intelligence and analytics as they relate to strategic planning and assessment.

Plans, directs, supervises, and coordinates the work of the Business Intelligence staff in designing, developing, delivering, and executing highly advanced software applications and data management systems leveraging platform-as-a-service technologies. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment
Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of data engineering, data integration, and data analysis best practices.
Knowledge of key technologies and processes across data engineering including data integration, data storage (data warehouse, data lakes, etc.), data workflows, database management, data visualization, etc.
Knowledge of the responsibilities outlined in Texas Government Code Sec. 2054.137.
Experience in establishing and managing a data governance program, including data asset identification, policy and standards enforcement, data stewardship, data risk management, and data security and confidentiality.
Knowledge of the principles, best practices, techniques, and implementations of Agile software development lifecycles, including Scrum, Kanban, and DevOps.
Knowledge of server operating systems, enterprise applications, cloud-based application platforms, data management and storage, information security, and hybrid (cloud and on-premise) platform environments.
Proficiency and professionalism in multiple communication mediums and channels, including verbal and written communication, email, chat, video conferencing, presentation, and workflow management platforms (e.g., Azure DevOps, Jira). Adept at listening to and seeking to understand different or conflicting views.
Skill in analyzing business processes, problem identification, systems and procedures, solving complex problems, and explaining abstract concepts in concrete terms in a customer-oriented production environment.
Skills in decision-making, project management, and IT personnel management.
Skill in communicating with clarity, conciseness, and empathy.

Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

What Your Contributions to the GLO Will be:
- Plans, directs, supervises, and coordinates work of the Business Intelligence staff in the design, development, delivery, and execution of highly advanced software applications and data management systems leveraging platform-as-a-service technologies.
- Serves as the Data Management Officer for the agency. Develops, leads, and executes a data management program for the agency. Ensures alignment and fulfillment of the responsibilities outlined in Texas Government Code Sec. 2054.137
- Data Architecture and Integration - Oversees the design and integration of data storage solutions, including data warehouses, data lakes, data marts, etc. to ensure efficient, scalable, and accessible data management. Ensures system changes align with data integration and reporting standards to support consistent data flows.
- Data Quality and Security - Develops and enforces policies for data quality, security, and lifecycle management. This includes implementing monitoring systems, audit controls, and standards for data protection to safeguard enterprise information assets and maintain data integrity across defined stages of the data lifecycle. Identifies and applies emerging data management methods and technologies to enhance data governance.
- Collaborates with IT leadership to develop and implement strategies that support the team, the agency business needs, and complementing the delivery of IT services to the agency.
- Drives the development of reporting systems that integrate business intelligence and analytics, supporting strategic planning and enabling data-driven decisions across the agency. Collaborates with agency and department leadership to create and uphold standardized data elements and reporting practices for consistency across departments, ensuring data is audit-compliant and robust for regulatory reporting and informed decision-making.
- Performs other duties as assigned related to the agency mission and job classification.
Qualifications:
Minimum Qualifications:
- Graduation from an accredited four-year college or university with major coursework in computer science, information systems, data science, computer engineering or a related field; or related work experience.
- Three (3) years or more of professional experience working in a team lead or supervisory capacity.
- Six (6) years or more of professional experience in data engineering, BI development, and data analysis.

Preferred Qualifications:
- Knowledge of master data, metadata, reference data, data warehousing, and business intelligence principles and processes, including technical architecture; enterprise information management processes and methodologies; local, state, and federal laws and regulations relevant to data management and data governance
- Experience in a leadership role in leading data strategy and governance
- Experience using modern data engineering and data analysis technologies (e.g., Power BI, Tableau, SQL, Python, AWS, Azure) with preferred experience with Power BI
- In-depth understanding of data warehousing, ETL processes, and data governance.
- Experience modernizing and scaling data capabilities in an enterprise environment including driving best practices in data management and engineering, improving data governance and stewardship, growing capability adoption, etc.
- Experience working with data privacy, compliance, and data security requirements.
- Experience with recruiting, developing, and managing team members. Strong coaching, and mentoring skills.
- Experience with diverse lines of business and a strong business acumen with the ability to understand business priorities, operations, and data enablement potential.
- Experience with software development project and workflow management tools, source control, continuous integration, and continuous deployment.
- Knowledge of capabilities of project and workflow management tools such as Microsoft ADO or Atlassian Jira.
