Job DescriptionThis position is for a Project Engineer with experience in subcontractor management to support a Nuclear project in Fluor's Mission Solutions Business line. This position performs work requiring advanced knowledge which is predominantly intellectual in character, and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field. Scope The purpose of this position is to plan and perform work requiring sound technical/business judgment in the evaluation, organization, and execution of project management assignments worldwide. This role has the overall objective of managing and/or coordinating project activities that are in compliance with the contract and ensure the safety, quality, value, timeliness, and Fluor profitability of the completed project. At this level, this position may assume Project Engineer, Area Project Manager or Engineering management job assignment responsibilities on a medium size project, multiple small size projects or complex segment of a larger project, in compliance with the project needs or per directions provided by the Project Director, Project Manager or Engineering Manager. Principal Job Duties & Responsibilities • Prepare/support the execution of project procedures for performance of administrative, project, and design tasks in accordance with Fluor Operating System Requirements (OSR), the applicable Fluor Group’s Operating System Implementation Plan (OSIP) and contractual obligations • May supervise the work of other project engineers, and provide mentoring and coaching • Perform essential project engineering functions involving monitoring of progress, preparation of procedures, documentation of communications and meetings, and identification/evaluation of project issues and problems • Collaborate in management and coordination of activities among all project functions and engineering disciplines in accordance with the established project baseline • Coordinate and/or manage the efforts of technical disciplines, vendors, subcontractors, and licensors to ensure integrated and completed designs that meet project requirements contractual obligations • Participate in worksharing in accordance with the distributed execution plan among multiple offices• Review project staffing requirements and coordinate staffing with supporting functional organization managers and/or subcontractors• Support creation and coordination of overall project plans and schedules, and monitoring activities, progress, and milestones against the plans• Support creation and coordination of project effort hours, and cost estimates and budgets, and monitoring progress and cost performance against these• Coordinate the preparation, delivery and coordination of project deliverables, design documents, and bid packages• Support coordination between design, procurement, material management and construction on technical and schedule requirements • Identify and evaluate issues and events that may constitute an increase or decrease in project or service scope, cost, or schedule; assist in the implementation of the change management procedures as required to address these initiatives• Assist the Project Director/Project Manager (PD/PM) in developing the required documentation to communicate (client/internal) project contractual and technical issues, status and progress reports; conduct/coordinate related meeting as necessary • Collaborate in the development, facilitation and maintenance of the project Business Risk Management Framework (BRMF) activities • Coordinate and prepare for internal and client project and design reviews• Support the interface and communications with the client’s technical staff• Supervise establishment and maintenance of project records system; reinforce compliance with Fluor and contracted document management processes• Coordinate preparation of project and design task force space and layout• Coordinate and communicate project closeout requirements to entire project team• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines• Plan and organize own work assignments, as well as carry out tasks from management staff• Maintain compliance with all applicable policies, procedures, and global standards• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies• Effectively develop and apply the Core Skills to the job• May need to travel to attend to business related matters • Meet expectations on attendance and punctuality• Other duties as assignedNotice to Candidates:Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependent) education, professional registration, employment, references, passport verifications and Global Watchlist screening.To be Considered Candidates:Must be authorized to work in the country where the position is located.Basic Job Requirements• Accredited four (4) year degree or global equivalent in engineering field of study and seven (7) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors• Job related technical knowledge necessary to complete the job• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines• Ability to attend to detail and work in a time-conscious and time-effective mannerOther Job Requirements• Require proof of U.S. citizenship.• 25%-35% national travel may be required• Generally favorable indoor office workspace, and/or; • Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and extreme temperatures and high noise levels• May support or participate in presentations to larger project audiences• Participate in Fluor University courses for continued learning experiences• Utilize knowledge management communities to capture, support and leverage relevant knowledge to enhance project execution• Participate in vendor trade shows and become familiar with new technologies and industry business directionPreferred Qualifications• Seven (7) years of experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry including minimum one (1) successful construction and /or commissioning completed field assignment• US Citizenship is required• Experience in subcontractor management preferred• Nuclear experience is a plus. • Experience executing and managing risk assessments initiatives• Experience in international locations and diverse cultural environments is recommended • Experience in the performance of functional tasks on projects with a well developedunderstanding of procedures and interfaces • Detailed knowledge of Fluor’s software tools and databases preferred• Proficient at initiating and growing solid relationships with the client, vendors and suppliers while meeting the company business needs and goals• Adaptable and able to maintain effectiveness in changing circumstances• Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and tasks• Proactive in taking prompt and appropriate action to ensure objectives are accomplished and apply necessary follow-up to monitor progress and results of project tasks and assignments • Analytical approach to problem solving and identifying potential solutions• Technical and business writing skills• Basic computer and software skills to include the use of word processing, email, spreadsheets, electronic presentations, and project management tools• Certification in project management suggested, for example Project Management Professional (PMP)Salary Range118,500 to 213,500 Market RateThe market rate for the role is typically at the mid-point of the salary range;
