General Description

This is a full-time, exempt position that reports to the Building Official, or designee. The position performs technical work in the reviewing of plans and applications for proposed new buildings and changes to existing buildings for compliance with applicable codes and ordinances and conducting building inspections.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS

  1. Reviews plans and applications.
  2. Prepares comments for code deficiencies.
  3. Calculates fees.
  4. Attends meetings with staff, engineers, architects, and contractors.
  5. Maintains proficiency with code changes and ordinances.
  6. Operates computer.
  7. Answers questions from the public.
  8. Performs work found in the Building Inspector job description.
  9. May be required to assist with emergency support functions (ESF) in the EOC during emergencies or other related emergency duties.

Minimum Qualifications

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of engineering, architecture, or building construction activities.
  2. Knowledge of building codes and requirements.
  3. Knowledge of civil and structural engineering.
  4. Knowledge of computer operations.
  5. Ability to read plans (commercial and residential).
  6. Ability to read and interpret regulations.
  7. Ability to read and interpret zoning regulations.
  8. Skill in blueprint reading.
  9. Skill in technical writing.
  10. Skill in computer usage.
  11. Skill in customer relations.
EDUCATION AND EXPERIENCE
  1. High school graduation or possession of an acceptable equivalency diploma.
  2. Five (5) years combined experience in the trades or as a building inspector, builder, engineer, architect, supervisor, foreman, or competent mechanic in charge of construction, or post-secondary education and experience which totals four (4) years, with one (1) year experience in construction building.
(A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.)

LICENSES, CERTIFICATIONS, OR REGISTRATIONS
  1. Must possess a Single Family Plans Examiner (Residential) and one or more of the following; Standard Building Plans Examiner, Electric Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner.( Consideration given to applicants who hold any of the listed Certifications.)
  2. Must qualify for and obtain Provisional Certificate as a Building Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, Electric Plans Examiner, & Residential Plans Examiner within 180 days of hire, unless certified.
  3. Must obtain Standard Building Plans Examiner, Electric Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, & Residential Plans Examiner within 2 years of hire, unless certified.
  4. Ability to possess and maintain a valid Florida Driver's License.
ESSENTIAL PHYSICAL SKILLS
  1. Acceptable eyesight (with or without correction).
  2. Acceptable hearing (with or without hearing aid).
  3. Ability to communicate both orally and in writing.
  4. Ability to access, input, and retrieve information from a computer.
  5. Walking and standing.
  6. Ability to work under stress with time constraints.
  7. Driving.
ENVIRONMENTAL CONDITIONS
  1. Works inside in an office environment majority of the time.
  2. Occasionally works outside.

ANNUAL (VACATION) LEAVE - All regular full-time employees assigned to a 37.50 work week will earn 90 hours to 150 hours, depending on classification and length of service. All regular full-time employees assigned to a 40 hour work week will earn 96 hours to 160 hours, depending on classification and length of service. Note: Leave accruals may differ for bargaining unit employees.

SICK LEAVE - All regular full-time employees will earn sick leave at a rate of 13 days per year. Regular part time employees will accrue sick leave on a pro-rata basis. Note: Leave accruals may differ for bargaining unit employees.
