Description & Requirements

At Maximus Technology and Consulting Services (TCS), we are growing our Technology Focused Competency (TFC) in Digital Modernization to better serve our organization and our clients within the Department of Defense (DoD), Department of Energy (DoE) and Intelligence Community (IC). The Digital Solutions Consultant will develop the digital modernization opportunity pipeline for potential contracts with DoD, DoE, and IC clients. This role reports directly to the

Managing Director of Digital Growth and collaborates with the Defense and Energy Market Leaders for growth.

What You Will Do:
• Partner with TFC and Innovation Leaders across Maximus to ensure cost / benefit value of digital modernization is captured in proposals and digital solutions align with the respective agency's goals and objectives.
• Lead or participate in the development of responses to Requests for Information, Requests for Proposals, and other procurement-related activities with specific focus on Digital.
• Continually review and assess DoD and DoE pipeline of RFI's, RFP's etc. for any potential Digital solutions that could be included.
• Develop and manage the Digital go-to-market strategies for identifying, qualifying, capturing, proposing, and submitting new bids for work.
• Responsible for the integration of digital growth initiatives with DoD and DoE Market Leaders.
• Focus on organic growth within the Department of Defense, Department of Energy, and Intelligence Community.
• Lead or participate in solutioning sessions that encompass digital services.
• Manage relationships with digital vendors and partners to support strategic growth.
• Share expertise and best practices to foster a culture of continuous improvement in digital growth and innovation.
• Lead consultations and presentations with clients to understand their needs and increase TCS's ability to provide tailored digital solutions.

Required Skills or Qualifications:
• Bachelor's Degree in the field of Technology, Engineering, Digital or relevant fields of study.
• 12+ years of relevant experience in managing digital modernization / transformation, including the implementation of major operations in DoD, DoE, and/or IC.
• TS Clearance with ability to obtain additional read-ons as required.
• Ability to summarize and convey technical information to stakeholders and sponsors.
• Ability to develop long-term digital strategies based on the needs of the client.
• In-depth understanding of Customer Relationship Management Tools (CRM), Web Design and Development, and User Experience (UX) design principles.
• In-depth knowledge of emerging technologies such as AI and data analytics; cloud platforms, architecture, and services (i.e., AWS, Azure, Google).
• In-depth understanding of software development methodologies (i.e., Scaled Agile and DevSecOps).
• Knowledge of cybersecurity principles, practices, tools, and frameworks as it relates to protecting digital assets.

• Advanced Degree in the field of Technology, Engineering, Digital or relevant fields of study.
• Strategic knowledge of future investments in digital modernization / transformation within the respective agencies.
• Strong analytical and problem-solving abilities to address complex challenges and drive innovation.
• Strong negotiation and objective handling skills.
• Excellent communication and interpersonal skills to effectively engage with clients and team members.

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
