Summary:

The Supply Chain Department has an opportunity for a Manager, Contracts and Sourcing. Under the direction of the Director, Supply Chain Management, this individual will provide leadership and direction to a team of contracts and sourcing professionals with a focus on supporting AltaLink's supply chain activities. They will work closely with two other managers and across the business to lead best practice sourcing, contracting and procurement strategies and initiatives.

Responsibilities:

Leadership
  • Act as a subject matter expert in sourcing, contracting and procurement. Work with other departments as an internal business partner to support the achievement of their business goals and objectives while promoting and ensuring the utilization of sound procurement practices.
  • Supervise and manage the performance of staff. Take responsibility for financial management (including budgeting, forecasting, variance analysis, etc.) for their area of accountability within the department.


Strategic Supply Chain Management
  • Lead the development of sourcing strategies and oversee competitive bid processes, supplier evaluations and contract negotiations. Participate in such activities as required
  • Manage day to day procurement activities to ensure that materials and services are purchased and received in a timely and efficient manner.
  • Manage supply chain response and support of front-line departments during emergency response scenarios.
  • Monitor vendor, service provider, and/or contractor performance to ensure quality of service through the supplier management process.
  • Monitor and analyze trends in company spending to make recommendations for future process improvements.
  • Develop, establish, implement, and enforce supplier guidelines, obligations, and service level agreements.
  • Implement, manage, and update purchasing policies and procedures for the procurement of materials and services.
  • Collaboratively work with internal business partners to monitor targets and identify areas for improvement (e.g., reduce cost, reduce cycle time, simplify, optimize).
  • Collaboratively work with internal business partners to identify and implement sustainable Supply Chain practices that meet or exceed legislative, regulatory, organizational and stakeholder expectations (e.g., environmental, indigenous relations, forced labour, diversity, equity, and inclusion)
  • Analyze trends and market conditions for the present and future pricing, availability, lead time and capacity of materials and services.
  • Interview, identify and qualify potential new vendors or suppliers to secure reliable sources of materials and products and services.
  • Communicate effectively with business leaders to identify needs and evaluate alternative solutions of supply as required.
  • Ensure procurement plans, policies and procedures are consistent with the overall company goals and objectives.
  • Manage the negotiation of pricing, terms and conditions of sale, and warranties of materials with key suppliers and vendors.
  • Create, manage and maintain contracts for materials and services. Understand all aspects of commercial terms and conditions (such as finance, legal and insurance) and provide advice to the business. Understand and ensure compliance with AltaLink's structure of authority and accountability.
  • Work with key stakeholders in the business and with key suppliers to establish and manage strategic supplier relationships.

Process / Governance
  • Participate in the ongoing design, development and implementation of best practice sourcing, contracting and procurement processes and procedures and be responsible for ensuring compliance with policies, processes and procedures.

Requirements
  • University Degree in Business, Supply Chain Management, Finance, Engineering or other related disciplines.
  • Master's degree an asset.
  • Professional certification such as Supply Chain Management Professional (SCMP), National Institute of Supply Chain Leaders (CSCMP) or other professional designation an asset
  • Minimum of 10 years related experience, 15 or more preferred
  • Minimum of 5 years' experience with supervising or leading a team
  • Proven ability/experience in the above noted responsibilities.
  • Background in electrical utilities industry an asset.
  • Demonstrated ability to build, grow and maintain departmental culture.
  • Demonstrated change management abilities.
  • Demonstrated problem-solving capability.
  • Project procurement experience in an EPC environment preferred.
  • Demonstrated influencing and consultation skills including experience working with other corporate functions such as internal audit, legal, and finance.
  • Staff development and training experience.
  • Contract management experience.
  • Process improvement experience.
  • Supplier management experience.
  • Knowledge of Total Cost of Ownership/Lifecycle costing/Differentiated Sourcing strategies/Category Management/Risk Management.
  • Knowledge of and experience managing the strategic sourcing process including the RFx process.
  • Negotiating experience (materials and services, internal and with external stakeholders).
  • Budgeting and planning capability.
  • Work experience demonstrates competency and increasing level of responsibility in strategic sourcing, contract management and procurement.
  • Superior interpersonal, communication and presentation skills.
  • Proven track record of good attendance and superior job performance.
