GENERAL DESCRIPTION: Performs highly advanced (senior-level) architectural work. Work involves Schematic Design, space planning, cost estimation, oversees renovation/ construction and supervise staff that perform similar functions. Monitors the progress, budgets, schedules of projects while communicating to project stakeholders and reports. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Schematic designs and space allocation of renovation and/or constructions projects, including preparing REVIT drawings, cost estimation and can hand off projects to project managers for contract administration.

2. Coordinates departmental architect design and construction activities with agencies and reviews construction plans submitted by other architects.

3. Supervises Staff that design and manage renovation and construction projects. Coordinate staff assignments to accomplish the projects and tasks assigned.

4. Monitors the progress, budgets, and schedules of projects.

5. Creates reports (weekly, monthly, quarterly and yearly) to communicate to project stakeholders (internal and external).

6. Oversees the development of guidelines, procedures, policies, rules, and regulations; and monitor compliance with policies and procedures.

7. Oversees program analyses and the preparation of management and productivity reports and research studies.

8. Manages and oversees activities related to construction, leasing, space planning, maintenance, operations, repair, renovations, and remodeling of agency facilities to ensure guidelines, codes, and standards are followed.

9. Develops agency space management guidelines and standards; prepare request for proposals, specialized space requirements, and prepare floor, space, and/or furnishings (including modular furniture) schematics and act as liaison and project manager for internal customer.

10. Represents the business function, division, or department at meetings or training activities.

11. Plans, provide input into assignments, and contributes to feedback on the performance and work of others.

12. May assist with interviewing, training, monitoring and counseling on the performance of assigned staff.

13. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Performs other duties as assigned.

Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university with a major in Architecture.

Experience - Minimum of 5 years full time experience performing architectural or engineering work involving design and preparation of construction documents preferably in commercial construction, renovation/ maintenance of buildings.

Licensure and/or Certification - Must be registered as an Architect by the Texas Board of Architectural Examiners. If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint and REVIT) and be able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel - Availability work non-normal business hours, including some weekends, overnights and holidays is as necessary. Travel statewide is required.

DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change.

DPS employee who is selected for a position in their current salary group with a new state title may receive an increase up to 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualification and is subject to salary administration and budgetary restrictions.
