Position classification: Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

The Deputy Director of People & Culture (P&C) plays a critical role in accelerating the department's impact across Adams County while maximizing efficiency of internal operations and championing department vision and culture. Working closely with the Director, this position focuses on advancing the P&C mission of 'Elevating the Employee Experience' by implementing progressive and innovative HR practices, building a thriving workplace culture, and ensuring alignment with county goals.

Timeline Summary:

Examples of Duties for Success

  • Operational Excellence & Process Effectiveness:
    • Drive and coordinate process improvement efforts, using data-driven insights and metrics to optimize service delivery, streamline operations, and enhance overall departmental performance.
    • Oversee financial and resource management for the department, ensuring budget and purchasing decisions support strategic P&C initiatives and operational objectives.
    • Ensure P&C's operational excellence by working with internal stakeholders to enhance clarity, efficiency, and customer focus of P&C processes. Lead teams in implementing process enhancements.
    • Serve as a performance accelerator for P&C teams by removing roadblocks, securing resources, and fostering collaboration to enhance efficiency and outcomes. Initiate support and assist in the implementation of ideas/solutions.
  • Strategic Leadership & Influence:
    • Act as a key representative for the Director when needed, stepping in to lead meetings or decision-making processes, ensuring continuity of leadership while always aligning with the P&C department's purpose, values, overarching goals, and direction.
    • Identify areas where support or delegation is needed, ensuring seamless leadership continuity in Director's absence.
    • Partner with county leadership and other departments to provide thought leadership on workforce trends, ensuring P&C's approach is adaptable to future needs and aligned with the department's strategic vision.
  • Culture Transformation & Employee Experience:
    • Partner to lead cultural transformation efforts, embedding diversity, equity, inclusion, belonging (DEIB), and innovation into P&C and county-wide practices, while fostering a human-centered, thriving work environment.
    • Accelerate employee engagement initiatives by working with the team to organize and coordinate team-building events, workshops, and retreats, reinforcing positive employee relations and fostering collaboration.
    • Embody and champion the department values of being bold, being kind, and being better to embed human-centered practices in every aspect of P&C operations, ensuring the employee experience is at the heart of decision-making processes.

More Qualifications for Success

Required work Experience and Education:
  • At least 5 years of progressively responsible management level experience gained in an organization comparable in size and complexity to Adams County.
  • At least 3 years of experience working in human resources, including demonstrated expertise in employee relations and a solid understanding of HR/Employment law.
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field. A Master's degree in Human Resources, Public or Business Administration is preferred.
License or Certificate: Professional in Human Resources (PHR) or Certified Professional (SHRM-CP) is desirable.
Background Check: Must pass a criminal (CBI) background check.
Other:
  • Ability to work in a standard office environment.
  • This role may drive 15 % of the time and a valid Colorado driver's license and acceptable MVR is required.
  • Our organization follows a hybrid work structure where employees can work remotely or from the office, as needed, based on demands of specific tasks or personal work preferences. This position will require at least three days per week in the office and the ability to travel between Adams County office locations.
