Irving Shipbuilding Inc. is seeking a Senior Procurement Specialist

The Senior Procurement Specialist will be expected to support internal stakeholders with the procurement of materials and services. Using sourcing strategies to manager spend and delivery value to the business. This includes but not limited to; analyzing market conditions, supplier qualification, provide contracting strategies and performing RFx events. A Senior Procurement Specialist will be required to negotiate and execute materials and services contracts, manage risk within the contract portfolio and manage supplier performance. They will be required to manage KPIs, cost analysis and development/refinement of supply chain processes. The Senior Procurement Specialist will also need to manage Subcontractor mobilization to site, including safety/security requirements, orientation, and kick-off meetings. All while engaging with internal stakeholders (Engineering, Operations, Sustaining Capital Projects, Management, Senior Leadership, HSE, Finance, etc.)

This is a permanent full-time role based in Halifax Regional Municipality, Nova Scotia. Qualifications:
• Education: Post-Secondary Degree in Engineering, Business, or related subject

oProcurement/Supply Chain accreditation SCMP, MCIPS or ISM would be an asset.
• Experience: 5-10 years of relevant work experience, preferably in the shipbuilding industry in a supply chain or engineering function. Experience with Operations or Service Contracts considered an asset.
• Knowledge of Canadian Bidding law and Contract law considered an asset.
• Knowledge of Supply Chain Procurement / Contracting performance metrics
• Previous leadership / mentoring experience would be considered an asset.
• Previous exposure to market analytics and insights
• Demonstrated organizational and time management skills.
• Strong sense of urgency to complete tasks
• Strong analytical skills
• Excellent interpersonal and communication skills
• High attention to detail
• Fluency in Microsoft Office

All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).

Key Responsibilities:
• Work collaboratively with key internal stakeholders to define requirements.
• Develop and implement sourcing strategies to manage spend and deliver business value.
• Analyze market/supply conditions (e.g. availability, pricing, lead-times, and capacity)
• Develop and recommend contracting strategies.
• Supplier sourcing and qualification
• Execute competitive sourcing events - RFx.
• Complete proposal evaluations and supplier selection
• Preparing and securing approval of the award recommendation
• Develop and execute contracting plan.
• Negotiate, execute, and manage material, equipment, and service contracts.
• Manage supplier performance - including supplier progress, quality, cost, and delivery.
• Identify and manage risk within contract portfolio.
• Assure compliance with company contracting and procure-to-pay policies, and procedures.
• Prepare and monitor all contracts milestones with suppliers and sub-contractors.
• Coordinate with the suppliers and sub-contractors bid clarifications and kick-off meetings.
• Liaise between client, supplier and the company regarding Operations and Sustaining Capital Project schedules, work progress plan, budgets, procedures, QA and shipping plans.
• Key Performance Indicator development, pay for performance modelling, volume rebate discount modelling and monitoring.
• Development and refinement of supply chain processes
• Cost analysis for direct material and services
