Japan and Republic of Korea Subject Matter Expert (SME)

SMX is seeking a Japan and Republic of Korea (ROK) Subject Matter Expert (SME) to support the USINDOPACOM J5. In this position you will support high priority Department of Defense efforts to develop plans, exercises and engagements with allies and partners in the region that optimize U.S. force capabilities, posture and requirements.

As a SME Analyst you will understand the complexity and value of U.S. relationships in the Indo-Pacific, analyze the threats and challenges in the region, and evaluate best use of USINDOPACOM operations, actions and investments (OAIs) to set the posture for the AOR. The candidate for this position must be well versed in the Joint Planning Process (JPP); Joint Planning Group (JPG) procedures; OPLANs, CONPLANS, and Campaign Plans; as well as Component Command staff functions and capabilities. This position must also be well versed in policies, military organization and capabilities, engagements, and opportunities within the AOR.

You would be a great candidate for this position if you have strong interpersonal skills to be able to communicate effectively; can manage multiple tasks simultaneously; and make decisions in the midst of ambiguity to meet deadlines. The successful candidate must be a self-starter that needs minimal supervision.

This position requires a DoD Secret clearance with the ability to obtain a TS/SCI which requires US citizenship for work on a DoD contract.

Essential Duties and Responsibilities
  • Coordinate political, diplomatic, economic, information, and military courses of action for USINDOPACOM related to Japan and the Republic of Korea
  • Provide analysis of Japanese and Republic of Korea plans, policies and military capabilities that influence or impact US strategic interests in the AOR
  • Support development of plans, engagements and briefings for priority USINDOPACOM operations, investments and activities (OAIs)
  • Engage with other whole-of-government agencies, foreign militaries, regional Embassies, and other Diplomatic posts to coordinate visits, exercises and other events
  • Coordinate with Service Components to integrate their OAIs with INDOPACOM's strategic objectives and collect assessments on those activities
  • Coordinate with high level stakeholders to include USINDOPACOM senior staff, Component Commands, OSD, other Geographic and Functional Combatant Commands, and the IC where required
  • Report status, develop program/project-related documentation, and maintain production and quality metrics for assigned project
  • Ensure that contract service, quality, and performance requirements are met
  • Establish and maintain effective working relationships with the Government's program managers, representatives, and authorizing officials
  • Work cooperatively with the government lead in developing short- and long-range goals, objectives, policies, and operating procedures in accordance with program objectives
  • Produce high-quality, well-written technical documentation and work closely with plans, operations and technical stakeholders to drive measurable results
  • Work effectively within a delivery-centric, multi-functional team
  • Work in a fast-paced agile environment with fluid requirements and changing priorities

Required Skills & Experience
  • Required Clearance: Secret with the ability to obtain TS/SCI
  • 3+ years of experience in DoD in a plans, operations, communications or intelligence related field/program
  • Experience interacting with and briefing senior government and industry leaders on topics related to plans and policy, specifically:
    • Political, diplomatic, economic, information, and military courses of action;
    • Forces, capabilities, policy, and doctrine;
    • DoD organization, planning, operations, and interface with other whole-of-government agencies and foreign militaries, regional Embassies and other Diplomatic posts;
    • Federal agency plans, policies, operations, and procedures, and their interface with equivalent military areas;
    • Planning, management, and military operations of Service Component;
    • Sanding Joint Task Force (JTF) commands of various unified command staff agencies
  • Previous experience supporting plans and operations with specific emphasis on Japan and Republic of Korea
  • Minimum of Bachelor's degree
  • Demonstrated success in government project and/or personnel management (DoD preferred) through prior work experience in a customer-facing role
  • Knowledge of USINDOPACOM staff functions, operations, and requirements

Desired Skills & Experience
  • Master's degree in political and/or military science
  • Joint Professional Military Education (JPME)
  • Language proficiency in Chinese

The proposed salary for this position is:

$127,800-$191,600 USD
