DESCRIPTION

Michael Baker International is seeking a motivated senior Project Manager with Hazard Mitigation Planning and Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) experience to join our team. The successful candidate needs to be an experienced project manager and exceptional communicator who can oversee the management of a portfolio of projects executed by multi-disciplinary teams across various geographic locations. This position will be an integral member supporting contracts within planning and engineering for NY, NJ and the northeast region and may be asked to support other contracts (national) as needs arise. RESPONSIBILITIES
  • Lead the development or updates of hazard mitigation plans, resiliency plans, or other plans/studies focused on reducing the impacts of natural hazards and climate change on communities and infrastructure.
  • Conduct outreach, stakeholder engagement, and facilitation of meetings with clients and residents
  • Work closely with analysts to develop vulnerability and risk assessments, interpret risk assessment results and communicate in written plans.
  • Manage the integration of local plans, ordinances, policies into studies, plans, and other deliverables, as appropriate.
  • Assist in developing mitigation strategies and viable, cost-effective mitigation actions for state, local, tribal, and other entities for both FEMA HMA and other federal programs.
  • Liaise with professionals on technical aspects of risk reduction project identification, cost estimates, design, engineering, and construction, as needed.
  • Meet with clients to develop tools, resources, or projects that support their resilience and mitigation program priorities
  • Oversee and assist in the writing, preparation, and technical review of planning documents, reports, presentations, visualizations
  • Advise, research, and analyze socio-economic, land use, demographic, environmental, climate data
  • Manage project scope, budget, schedule, contract, and multi-disciplinary project teams to ensure client and project team satisfaction
  • Supervise/mentor junior planners
  • Support complex and time sensitive projects, manage client requests, and resolve issues in a timely and high quality manner.
  • Develop Monthly and Quarterly Reports

PROFESSIONAL REQUIREMENTS:
  • At least 8 years of demonstrated knowledge of hazard mitigation and resilience planning; land use/general planning; mitigation and adaptation strategy identification; risk assessment; climate hazards; federal/state funding mechanisms; federal and state climate, resilience, emergency management policies and programs, best practices and standards
  • Passionate about hazard mitigation, community resilience and climate adaptation.
  • Demonstrated knowledge of FEMA's requirements for hazard mitigation planning, HMA grant programs, and the NFIP
  • Proven track record for project management of planning projects.
  • Able and willing to travel to daytime meetings within New York, New Jersey and Eastern Pennsylvania.
  • Experience with estimating project timelines and tracking application development, project implementation, and the expenditure of funds for any federal grant/sub-grant.
  • Effective listening and communication skills, including strong writing and speaking skills and extensive public speaking experience.
  • Bachelor's Degree or higher in Planning, Engineering, Architecture, Environmental Sciences, or related fields.
  • Strong team player displaying enthusiasm and a true commitment to personal and team growth and development.
  • Flexibility and the ability to adapt to ever-changing situations.
  • Proficient using MS Office software including Word, Excel, PowerPoint.
  • Proven and demonstrated high quality technical writing skills.
  • Excellent leadership, communication, organizational and collaboration skills. Ability to multi-task and problem solve.

PREFERRED
  • Master's Degree preferred in Urban Planning; Sustainability; Climate Change; Resilience; Public Policy, or related field or equivalent experience.
