DUTIES:
This position is responsible for performing cradle-to-grave contracting functions (pre-award, source selection, post award, and contract close-out) in support of the Morale, Well-being, and Recreation (MWR) program and other non-appropriated fund instrumentalities (NAFIs) acquisitions. Applicant performs unlimited warrant authority for acquisitions of supplies, equipment, construction, and services supporting the MWR program requirements and obtaining necessary architectural and engineering (A&E) services, Project Validation Assessments (PVA's) and other related consultant services through orders placed against pre-existing contracts.

QUALIFICATIONS REQUIRED:
Minimum:
- You must have a four (4) year course of study leading to a bachelor's degree in any field of study from an accredited college or university. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
- Demonstrated expertise in general and/or construction contracting within appropriated fund (APF) and non-appropriated fund (NAF) procurement environments with requisite knowledge of applicable policies and practices.
- Extensive experience in contract negotiations and rules and regulations governing APF/NAF acquisition, laws, regulations, and policies, including precedent setting legal decisions. These include the Federal Acquisition Regulation (FAR) and a wide variety of DHS, DOD and DON appropriated and non-appropriated laws and regulations.
- Acquired analytical skills sufficient to evaluate, certify and audit contract proposals, awards and disbursements, acquisition reviews, inspections, and field assistance visits.
- Possess excellent oral and written communication skills, enabling the crafting of contractually effective documents and agreements; ability to present sensitive recommendations to high authorities; and obtain concurrence with recommended approaches to managing issues. Ability to make effective presentations to both senior and subordinate staff levels and advise leadership on a variety of matter of highly technical or general acquisition nature.
Preferred (in addition to the minimum):
1. Preferred are those candidates who possess a bachelor's degree, NAF Contracting Certification, Certified Procurement Contracts Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III, or other applicable professional certification.
2.This position is covered under Federal Acquisition Institute (FAI) or Defense Acquisition Workforce Improvement Act (DAWIA) with Level III certification or able to obtain them within two years after hire.
3. Two-year cradle-to-grave construction contract experience.
