Job Summary: The Administrative Officer I serves as the financial officer for the Sheriffs Office and Detention Center. The employee has responsibility for the organization and supervision of fiscal and budgetary operations of the Sheriffs budget. Employee performs specialized financial work in recording daily accounting transactions, periodic reporting required by the State, periodic reporting of system analysis, reconciling subsidiary ledgers and general ledger for all funds in the Sheriffs Office and Detention Center. The employee must exercise integrity, judgment and initiative in identifying and resolving the daily problems and activities of the financial system. Work is performed in accordance with established professional standards, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Employee is paid out of the Sheriffs Office budget and works under the supervision of the Finance Office Budget and Finance Director. Work is evaluated through conferences, demonstrated accuracy, timeliness, and completeness of related reports, the completeness of balanced accounts, and by independent audits of financial records. Essential Functions: Directs and supervises the maintenance of all department financial accounts (Sheriff and Detention Center operations); assists in preparing budget estimates; provides oversight for depositing monies; prepares requests for requisition for funds. Establishes internal controls procedures and ensures safeguards are in place and adhered to; analyses administrative problems and makes recommendations for new or revised policies and procedures. Assist the department with the development and preparation of the annual budget. Responsible for applying, tracking and reporting for various grant opportunities. Approves requisitions for all supplies, equipment and repairs; assists with various bid process, supervises the preparation of purchase orders. Performs other related duties as assigned. Qualifications: Education and Experience: Graduation from a four-year college or university preferably with a major in accounting, finance, business, or public administration, and two years administrative experience involving participation in the planning and management of a business or governmental program; or an equivalent combination of training and experience.
