New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: TEA's Performance Reporting division seeks to ensure continuous improvement in the academic achievement of all Texas public school students by developing and implementing transparent, rigorous, and fair academic accountability systems; providing accurate and comprehensive academic performance reporting systems, tools, and trackers; and monitoring and validating data to ensure the integrity of these systems.

The Director of Reporting Infrastructure oversees the division's reporting systems. They will lead a team of programmers that create, maintain, and enhance data reports and web applications used by stakeholders to make data-driven decisions to improve student outcomes. This role will be responsible for enhancing internal processes and backend infrastructure so that Performance Reporting can more flexibly deploy data to meet stakeholders' needs and for overseeing the development of TXschools.gov, a website that informs the public about the A-F rating system and individual school's and district's performance.

The Director will immediately serve as a leader that collaborates and interacts regularly with other teams in Performance Reporting and across the agency. They will scope, plan, and manage complex initiatives and will regularly update senior leadership on each initiative's progress.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Data Reporting System Design and Infrastructure: Oversees the management and ongoing enhancement of systems and backend infrastructure used to distribute Performance Reporting's data products including but not limited to TPRS reports, TAPR, TEAL Accountability Application, and data downloads.

2. Web Applications and Visualizations: Oversees the development, implementation, and ongoing enhancement of web applications that support the A-F state accountability system (e.g. CCMR Tracker, CCMR Verifier) and of data visualizations that enrich stakeholders' understanding and trust in statewide accountability (e.g. Analytic Tools, embedded graphs).

3. TXschools.gov: Directs the planning and execution of TXschools.gov, including ongoing enhancements to the website to make the A-F rating system more accessible and transparent to the general public.

4. Team Management and Supervision: Effectively lead and manage a high-performing team by planning, assigning, and supervising the work of a team of senior programmers.

5. Technical Support and Modeling: Serves as a key technical resource to LEAs, charter schools, education service centers, the general public, and internal TEA stakeholders; develops, proposes, and implements specialized programs and modeling to supplement and enhance the technical work of the Performance Reporting division.

Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Degree field(s): Computer Science, Data Science, Information Technology Systems, or a related field

• Experience: At least five (5) years of experience in the analysis, design, and implementation of complex computer systems using the SAS programming language
