Duties and Responsibilities:
Functional Description:
- Analyzes and coordinates the schedule, timeline, procurement, staffing, and budget of the strategic and integrated Project Management efforts in support of NAVAIR/NAWCAD programs.
- Leads and guides the work of project support staff.
- Serves as the single point of contact for designated government program and project leads within the CI&IDS Division.
- Interacts collaboratively with other functional area leads to provide overall strategic perspectives.
- Performs more complex analytical and evaluative work requiring a comprehensive knowledge of the Project Management body of knowledge and how to tailor processes and tools for technical projects.
- Assists with establishing project objectives and collecting, organizing, and interpreting project requirements.
Essential Job Functions:
- Supports and works directly with the Branch Heads, Chief engineer and Division Director on full life cycle project management areas of initiating, planning, executing, monitoring, and controlling.
- Serves as the primary interface and point of contact with Government Project Leads and representatives on technical, financial, and program and project issues.
- Supports the Lead BFM with division finances by collaborating on incoming funding requirements, returns, and financial execution on all projects within the branch and provides branch level information for division data calls.
- Assist Team Leads with quality assurance and approvals for division work products.
- Provide pass down from Leadership to the teams.
- Assist in the development of division tools.
- Work directly with the Division's acquisition team to communicate branch acquisition ceiling and funding requirements.
- Responsible for ensuring the team's support to project, cost, schedule, and performance aligns with objectives of the division and specific branch, driving results, and reinforcing the organizations strategic goals.
- Compiles briefings, status reports, and project plans.
- Responsible for risk identification and mitigation.
- Supervises contractor personnel program and project operations by developing procedures, planning, and directing execution of the technical, financial, programming, maintenance and administrative support effort and monitoring and reporting progress.
- Develop briefs and presentations on budget and financial data.
- Collects, compiles, and analyzes financial, project, and cost data for incorporation into teamwork plans, data calls, financial addendum, budgetary support documentation, and other financial sheets.
- Trains Project Support employees on Navy Working Capital Fund financial and business management processes.
- Analyzes actual performance data and identifies trends, variances, or deficiencies from planned goals and projects.
- Ensures adherence to company policies and government regulations.
- Communicates project status to customer and corporate management as appropriate.
- Cultivates effective working relationships with customer and partner teams to maximize productivity and customer service delivery.
- Anticipates problems or situations that could affect project success. Assess potential impact on the project and develop and execute the best solution. Manage escalated situations as needed.
Qualifications:
- Secret Clearance. Candidate selected will be subject to a Government background investigation and must meet eligibility requirements for access to classified information.
- At least ten (10) years relevant experience with DoD/Navy program/project management, Government technical management, or industry management experience.
- At least five (5) years of supervisory experience.
- Must be proficient in Microsoft Office Suite.
- Must have the ability to interface with customers in senior/executive level positions.
Education Requirements
- Bachelor's degree and at least four (4) years additional years of related work experience.
- Project Management Professional (PMP®) Certification
