Overview

Nakupuna Services is seeking two Sr. Acquisition Specialists to provide professional services to the OUSD(R&E) Business Operations Directorate. The ideal candidate will have experience building or running acquisition programs. This candidate should be familiar with military customs and courtesies, have strong oral and written communication skills, have deep understanding of the government acquisition process, and knowledge of OSD structures, programs, and initiatives.

Responsibilities

  • Advise the OUSD(R&E) Business Operations Directorate during the:
    • requirement planning phase,
    • requirement package development,
    • production of reports and data, and
    • documentation and maintenance of business rules.
  • Deliver executive-level management and oversight to the OUSD(R&E) contracts and agreements portfolio in support of Component Acquisition Execution Oversight.
  • Support documentation development for acquisition planning and project management from mission analysis and requirements generation through design, development, production, and deployment.
  • Plan, prepare, track, and maintain acquisition lifecycle documentation.
  • Support development of acquisition milestone documentation.
  • Establish working relationships with stakeholders essential to effective project planning and execution; and provide continuous accountability and scheduling coordination with stakeholders during the project for effective meetings to identify, communicate and resolve any potential problems.
  • Provide expert advice to agency directors and senior staff in contract administration.
  • Serve as an advisor on business improvement services in the life cycle administration and management of contracts.
  • Possess extensive working knowledge of the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation (DFAR), and agency supplements as required.
  • Advise and assist on contractual matters in the acquisition planning stages.
  • Assist in the development and maintenance of management tools, templates, training and program governance and reporting. The support shall include, but is not limited to, assisting in preparing agenda topics; planning, scheduling and coordinating meetings; preparing and distributing minutes; and recording and reporting closure of key initiatives.
  • Liaise with applicable OUSD(R&E) requirement stakeholders to maintain accurate forecast and accountability of upcoming requirements.
  • Prepare documents and briefings for review and use by DoD senior leadership.
  • Present findings or translate the acquisition data into useable formats by applying critical thinking. Findings will become part of government dashboard/briefings to support compliance findings, inspections, leadership decision making, and customer expectation management.
  • Advise and assist in establishing useful acquisition data collections from existing systems. Apply sound strategies for obtaining quality acquisition data from different sources, integrating, and developing actionable information to support quantitative analysis.
  • Prepare applicable acquisition reports and acquisition briefs on an as needed basis. Prepare and analyze reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.


Qualifications

Education and Experience:
  • This position requires a Bachelor's degree from an accredited institution and 12+ years of relevant professional experience in acquisition.
  • Demonstrated experience with DoD is required.
  • DAWIA certification in contracting or program management required.
  • Proficiency in Microsoft Office, to include PowerPoint, Word, Access, and Excel.

Location: Onsite at the Pentagon.

Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
