Supervisory International Trade Specialist (Deputy Director)

DutiesThe duties may include, but are not limited to:Provides leadership and guidance on international capacity building and technical assistance to the APHIS-IS Deputy Administrator and expanded leadership, IS field staff, other APHIS.Ensure timely performance, technical soundness, and value-added. Monitors the progress of work, including adherence to methods and procedures and prioritizes work, including developing assignments and schedules.Gives advice or instruction to employees on work and administrative matters, and handles employee conduct matters or complaints that arise.Evaluates applications, conducts interviews, and recommends selections.Collects, assembles for analysis, and shares trade related information to support APHIS’ participation in trade negotiations and technical meetings.Monitors to ensure coordinated strategies involving APHIS' biosecurity concerns are factored into the Department's overall trade policy mission.Analyze and develop the necessary technical and trade data to challenge other countries' unjustified health requirements which unfairly impede U.S. exports.Develop Agency-wide processes to ensure effective and consistent management and communication of trade issues.Collaborates on budget planning and execution for the staff.Reviews staff budget and travel requests to assure that funding is available, the appropriate funding source is used, and expenses are in line with IS’ goals and guidelines.Conducts program operations in accordance with appropriate safety procedures and program and Agency safety directives.Requirements Conditions of EmploymentYou must be a US Citizen or US National.Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.Subject to satisfactory adjudication of background investigation and/or fingerprint check.Successful completion of one year probationary period, unless previously served.Subject to one year supervisory/managerial probationary period unless prior service is creditable. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Served as a subject matter expert regarding federal programs and policies related to international trade, and effectively developed actionable briefings and reports.Supervision and leadership to plan, organize, and manage resources and personnel according to Agency and Departmental regulations, ensuring effective achievement of mission objectives.Initiated recruitment actions for job vacancies based on workforce planning, evaluated applications, and recommended selections.
