Accenture Federal Services, in partnership with Anser Advisory (an Accenture company) is looking for a Lead Construction Managerto join our growing Utility teams on a multiphase, 6-year project. This project will make improvements to the electrification system to an area that extends 18 miles through Southeast Pennsylvania along 17 rail stations and includes full project and construction management of new transmission Lines, Electric substation rebuilds, and Electric overhead catenary wire replacement. The Lead Construction Manager shall oversee all Construction Work and manage field inspectors. The Lead Construction Manager will ensure the Project is constructed in accordance with the final Design Documents and all relevant standards and practices. The Lead Construction Manager will report to Project Manager or a delegated representative.

The work:
- Lead Construction Manager will document all critical issues, changes, and relevant information throughout the duration of the Contract Term.
- Thorough understanding of SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain construction contractor and project schedule.
- Ensure that daily work plans, SSSWP, and related Shop Drawings provided by the Contractor are approved and in place prior to the start of related work activities.
- Review proposed design(s) and construction staging plans by the EOR, Contractor, Regional Transportation client and third-party partner's labor forces for impact to train operations and provide recommendations to the EOR, Contractor, Regional Transportation client and its partners to minimize service disruptions and enhance construction safety and efficiency.
- Execute quality controls; control budgets and the work scope; evaluate the schedules and ensure that work is performed in accordance with Regional Transportation client, and safety practices.
- Strong scope, schedule, budget and change control management.
- Strong conflict resolution and negotiation skills.
- Must possess strong project coordination and organizational skills as well as strong oral and written communication skills.
- Proficient in the use of personal computer and office software, such as Microsoft Word, Excel, Power Point, Outlook, and Adobe Acrobat Professional.
- Set up and lead weekly construction progress meeting with Regional Transportation client and Contractor. Prepare meeting minutes when required and shall distribute the meeting minutes to all attendees, and others as directed by the Regional Transportation client Construction Manager.
- Coordinate Contractor work that requires F/A protection and support. The CM shall provide Regional Transportation client with the Contractor's project work activities utilizing a four (4) week Look-Ahead. Based on this information, the CM shall coordinate the necessary F/A protection and support and shall issue a weekly project work summary, detailing all project activity for the upcoming week.
- Daily Reports: At the end of each day in which the Contractor performed work and/or the CM was performing work off-site related to the project, the CM shall prepare and enter into the project files, an Inspector's Daily Report recording and summarizing, within that shift and area of oversight, the Contractor(s) or manufacturers project activities.
- Inspect, monitor, and provide a Daily Report of all work performed by the Contractor and subcontractors that verifies that work has been performed in strict conformance with the contract documents, codes, permits, and all other applicable regulations. Approve all completed work prior to acceptance of said work by Regional Transportation client.
- Review and evaluate the Contractor personnel, safety programs, certifications, equipment, materials, means and methods, and construction/installation work plans and promptly advise Regional Transportation client's Construction Manager of any deficiencies noted.
- Provide Regional Transportation's Construction Manager with a Daily Report that consolidates each day's Inspection Reports.
Here's what you need:
- A bachelor's degree or similar level of experience in an Engineering, Architectural, Construction or Project Management field.
- At least ten (10) years in Project and Construction Management of rail/transit projects of similar scope and complexity.
- Demonstrated experience managing multiple contractors completing construction activities at multiple project locations.
- Demonstrated experience providing constructability reviews and value engineering inputs resulting in favorable project outcomes.
- Demonstrated experience in sequencing and phasing construction activities for highly space constrained bridge construction project or similar.
- Previous experience with railroad bridge construction means and methods over multiple active railroads.
- Ability to coordinate, execute and monitor all on-site day-to-day construction activities of Contractor, subcontractors, and railroad labor forces.
Preferred Qualifications:
- Registered and current Professional Engineer License in the States for Pennsylvania preferred.
- construction of at least one major (>$300M) design-bid-build project.
- Demonstrated experience managing a Contractor on behalf of an owner for the construction of Railroad ROW.
- Knowledge of construction standards and practices of Regional Transportation client and SEPTA.
- Demonstrated railroad construction experience over multiple active railroad tracks in highly space constrained environment.
- Knowledge of federal and state regulations, and industry safety standards (i.e., OSHA.).
- Experience managing and coordination of designs and construction of passenger train infrastructure systems in electrified territory including overhead catenary systems, power transmission lines, communications and signals, positive train control, track superstructure and substructure systems or similar.
- Knowledge of safe demolition of structural steel OCS and foundation means and methods over multiple active railroad tracks.
