Position Duties

Summary

EOPS/CARE and NextUp program specialist performs a variety of specialized duties involved in assisting potential/eligible Extended Opportunity Program Services (EOPS) students in the areas of registration and admissions, academic, financial aid, residency questions and requirements, and other services; provides technical assistance and guidance to students, staff, faculty, and administration in the interpretation and clarification of program regulations, prepares and maintains a variety of statistics, records, and reports related to program area and participants; facilitates functions of the EOPS office; and participates in the outreach, recruitment, and retention efforts of the program.

The Program Specialist will work collaboratively with internal departments and community-based agencies to cultivate strategic partnerships through community outreach and recruitment activities. This position will involve recruiting participants for their assigned programs, monitoring progress through the enrollment process, and reporting to the designated administrator.

Essential Duties and Responsibilities
  • Serve as a liaison with schools and other community groups for students interested in assigned programs, spreading awareness and informing potential candidates on the services available from assigned programs, such as eligibility requirements and campus majors and courses.
  • Assist students in completing all program and campus forms, including the WHCCD admissions application and assigned program applications.
  • Review applications to determine program eligibility.
  • Coordinate with Financial Aid student award distributions.
  • Facilitate transportation distributions.
  • Maintain and update student information, including MIS. Ensures accurate information.
  • Manage student files and records.
  • Send correspondence on important campus and program events.
  • Support students in navigating campus technology to aid in enrollment and success in classes.
  • Conduct student follow-up to assist with ongoing college and program eligibility.
  • Prepare materials for outreach purposes and provide presentations on assigned programs and campus to high school students, staff, and community members.
  • Plan, implement, and evaluate program activities and events such as program presentations and outreach efforts.
  • Attend and represent assigned programs at various meetings, workshops, and conferences.
  • Performs routine customer service functions of a clerical nature, such as answering a multi-line telephone, answering common inquiries, and making appointments.
  • Operate various office equipment, including computers, printers, copiers, and scanners, and know all Microsoft Office Suite and its components.
  • Performs other duties as assigned that support the overall objective of the position.
Qualification

Knowledge, Skills and Abilities

The position requires a working knowledge of the activities associated with providing customer service and support to students in an academic setting. Requires working knowledge of the philosophy and practices of student learning and student success. It requires a working knowledge of student support services, such as qualifiers for special programs, general financial aid, and student resources. Knowledge of local rural communities and community resources. Requires knowledge of population demographics focusing on the characteristics and needs of students with diverse backgrounds. Knowledge of marketing and communication strategies, including social media. Knowledge of record-keeping techniques and computer programs, including Microsoft Word, PowerPoint, and Excel spreadsheets. Knowledge and ability to learn college/district functions, policies, rules, and regulations. Excellent verbal and written communication skills, including presentation skills. Highly developed interpersonal and communication skills. Requires skill in writing professional communications, reports, and materials.

Requires the ability to carry out the essential functions of the position. Requires the ability to learn and apply the rules and procedures for qualification to special programs. Requires the ability to use college catalog to refer students to college majors, policies, and procedures. Establish linkages in the communities and schools for recruiting purposes. Maintain confidentiality. Demonstrate sensitivity to and understanding of the diverse academic, socio-economic, cultural, ethnic, and disability backgrounds of community college students. Ability to manage time and resources. Ability to work independently and exercise good judgment. Requires the ability to use a personal computer and common office productivity software, conduct internet research, enter data onto established data entry screens, and produce reports with routine queries. Requires the ability to interact productively with various students of varying skills and backgrounds, including economic, social, and cultural diversity. Requires the ability to exercise a positive attitude, patience, empathy, compassion, and good judgment when dealing with others.

Physical Abilities
The incumbent performs work that is largely of a sedentary nature. Requires sufficient ambulatory to move to work and play stations. Requires sufficient arm, hand, and finger dexterity to use a personal computer keyboard and other office equipment and apply diagnostic and learning exercises. Requires the ability to drive a passenger car. Requires normal hearing and speaking skills to communicate with staff and students in one-on-one and small group settings. Requires visual acuity to read numbers and words and to observe students perform tests and assignments.

The position requires an associate degree and a minimum of two years of experience in customer service. Responsible administrative and programmatic experience, including experience coordinating, implementing, and providing administrative support to a program designed for special populations is preferred.

Working Conditions

Work is performed indoors and outdoors where minimal safety considerations exist.
