Duties The incumbent serves as the Deputy and alter ego of the Chief of the public affairs group and fully shares the overall responsibility for the oversight and management of the public affairs office.Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, coordinating, or executing resource management functions across a Public Affairs Program that specialized in supporting water resource management, water supply management, or hydropower management; 2) Evaluating or developing business management operation policies for Public Affairs Program that specialized in supporting water resource management, water supply management, or hydropower management; 3) Performing fiscal management to provide resource planning and requirements forecasts for Public Affairs Program that specialized in supporting water resource management, water supply management, or hydropower management; 4) Advising leadership on resolving policy issues and Public Affairs Program matters that specialized in grant funding outreach campaigns. You will receive credit for all qualifying experience, including volunteer experience.Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/02/2024. If applicants meet basic qualifications, they will continue on to the second hurdle and will be given an interim score based on the application questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. Hurdle 2: Candidates who pass the first hurdle will move forward to the Subject matter Expert (SME) Resume Review. With information received from the application questionnaire in the first hurdle, applicant's will be further evaluated on the competencies listed above. Candidates will be given a final score which combines the scores from the first and second hurdles. Those candidates who score as best qualified will be referred to the selecting official for consideration.
