Background Investigation:
This position requires that you obtain a background investigation from our client. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.

Duties / Responsibilities:
- Review and maintain the Shared Service Operating Model materials for customer engagement and support service processes (e.g., concept of operations,
- Support the ETSNext agency transition readiness activities.o Facilitate deployment planning meetings with agency customers and other stakeholders (e.g., GSA PMO experts, managed service provider, etc.),
- Update agency transition toolkit materials, and
- Provide subject matter expertise and feedback.
- Develop agency transition leadership alignment strategies between ETSNext and Agencies (e.g., gather and incorporate feedback from stakeholders and vendors).
- Serve as transition project planning support liaison to specific assigned federal agencies to
- Facilitate, update and track agency agreements with GSA (and related updates), such as Memorandum of Understanding and Interagency Agreements.
- Create and maintain ETSNext transition plans for each agency
- Analyze and track agency phase placement.
- Identify agencies who may benefit from accelerating their timeline.
- Recommend tactics to create efficiencies and accelerate migration activities
- Review any extension requests and provide rationale for support or best alternatives to approving an extension.
- Maintain an integrated view of ETS Shared Service agency transition schedules and project management information for Executive and Agency PM reporting.
- Track overarching tasks, dependencies, resources, and critical paths for agency transitions.
- Recommend and document operational processes for transition management in accordance with ETS Shared Service objectives.
- Execute strategies to drive agency satisfaction of ETSNext Shared Services for transition and customer support.
- Clarify roles, responsibilities, and dependencies between the ETS Shared Services PMO, vendor(s), and agencies.
- Develop and execute strategies to drive agency adoption of the ETS program, including proactive communications with OMB portfolio directors.
- Define transition metrics / Key Performance Indicators to measure agency readiness for ETSNext shared service transition.
- Support and maintain an integrated project management environment using approved GSA tools
- Streamline the customer experience related to the exchange of project information during the transition planning and execution phases of ETSNext.
- Consolidate, track and report project documentation and status incorporating ETSNext vendor and agency project data, including but not limited to the following components:
- Agency agreements (e.g., MOUs, IAAs, etc.)
- Service level agreements, key performance indicators, informational metrics
- Project schedules, resources, and status (e.g., % complete, issue tracking)
- Service Roadmap validation status
- Customer feedback and input on future needs
- Agency PMs and Executive reporting dashboards
- Prepare a schedule for building on the components of the environment and provide informational guides for use of the environment by PMO teams, agencies, and vendor personnel (as applicable).
- Provide financial and risk modeling and reporting support
- Benefit/ savings realization
- Change control impact / change scenarios
- Risk mitigation / what-if analyses
- Agency unique needs and optional service capabilities- gathering program SME input as applicable.
- Provide administrative and project planning support to the program to track official documents, correspondence, and other information requests
- Audits, Freedom of Information Act Requests
- Out-year performance management and work planning
- Supplemental / optional service planning
Minimum Requirements:
- U.S. Citizen.
- Active Public Trust clearance: or the ability to obtain and maintain one.
- Bachelor's Degree.
- Five (5) years' experience in business development, re-engineering, or management.
- Demonstrated proficiency in Google Applications, MSOffice, or Smartsheet applications.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to conduct detailed research and analysis of technical data and information.
Preferred Requirements:
- Master's Degree.
- Project Management Professional (PMP®) certification from the Project Management Institute (PMI).
