ResponsibilitiesThe Program Analyst's primary focus will be to assist the Lead Analyst in the planning and execution of funding actions to support the division's program goals and priorities.
Candidates will be required to perform Funds Distribution, Purchase Requisitions, and Program Reconciliation, utilizing General Fund Enterprise Business System (GFEBS). Responsibilities will include:
- Review, analyze, and interpret various GFEBS financial documents and reports, against established financial metrics.
- Knowledge of Government business processes regarding multiple types of appropriations.
- Experience in funds execution, planning, and programming of government appropriations.
- Experience with Joint Reconciliation Program (JRP) and Financial Improvement Audit Readiness (FIAR) support to include Open Commitments and Unliquidated Obligations (ULOs).
- Facilitate financial communication and coordination between the division and its customers. This includes drafting, coordinating, and routing support agreements as necessary; reviewing funding letters, POCs, etc.; preparing and routing exceptions to policy; updating and submitting monthly obligations and expenditures reports to customers.
- Assist with the preparation of spend plans for multiple concurrent programs.
- Coordinating funding actions with vendors, program managers, and accounting/G-8 points of contact (POCs).
- Tracking funding actions for multiple contracts, programs, and fiscal years, and maintaining historical financial records.
Qualifications
Required Education:
Bachelors' degree in a related field with three (3) years relevant experience.
Required Clearance:
Must have the ability to obtain a Secret Clearance, ideal candidate will currently hold an active Secret clearance; US Citizenship required.
Required Experience:
- Minimum one-year experience with GFEBS or equivalent.
- Three years' experience with preferred experience in the following: contracts, accounting, working in financial databases, preparation/review of financial reports, and tracking and analysis of financial execution/obligations.
- Candidate must be proficient in Microsoft Office Excel, Word, Outlook and PowerPoint.
- Must have demonstrated experience working in a team environment.
- Must have excellent written and oral communication skills.
- Ability to Travel up to 5%
