The Mental Health Consultant - KSA African American (AA) provides mental health services at school based sites to students who are at risk of or who are experiencing a mental health disorder and to provide Prevention, Education and Outreach activities to support positive mental health development to students, staff and families. The primary population served is uninsured or Medicaid eligible. **This position is 32 hours per week, Monday through Thursday (in person)**

 

***As a newly hired Mental Health Consultant, you will receive a one-time New Hire Recruitment and Retention Incentive payment of $1,500 on your first paycheck. The incentive will be prorated based on the position's FTE status.***

Knowledge, Skills and Abilities (KSA): This position requires advanced knowledge and experience working with the African American community, providing behavioral health prevention support, direct services, care coordination to ensure culturally relevant behavioral health services, outreach and engagement expertise. This would be demonstrated by knowledge of the traditions, values and concerns of the community being served as well as the ability to identify specific examples of experience working directly with individuals and families who identify with the African American Community. 

 

As the Mental Health Consultant - KSA AA, duties will include:

 

Direct Services

  • Provides direct mental health services to school aged children, adolescents and their families referred by self, school district staff, or other community agencies for prevention and treatment of mental, behavioral, social, familial and educational setting problems. 

  • Provides direct services to include triage and referral to community services, outreach and engagement, mental health assessment, DSM (Diagnostic and Statistical Manual) diagnosis, service plan development, crisis intervention, and/or coordination of services. 

  • Enrolled clients may receive individual, group and/or family therapy, psycho-educational group therapy, environmental intervention, case management and care coordination. 

  • Clinicians utilize outcome based care (ACORN) to inform and track clinical progress. 

  • Clinicians provide cross cultural treatment. 

  • Ensures proper clinical documentation in an electronic health record (EVOLV). 

  • Documentation includes (but is not limited to) treatment service notes. 

  • Has knowledge and utilization of clinical tools for assessment. 

  • Ensures all clinical documentation is completed within required time-lines according to federal, state, department and division policies and procedures. 

  • Clinicians shares clinical  information with the Multnomah County Student Health Center program and other partners per program guidelines and policies. 

  • Determines appropriate level of care, including the need for emergent or urgent care. 

  • Works in a culturally competent manner with Black / African American communities.

 

Mental Health Coordination, Planning, and Consultation 

  • Provides mental health coordination, planning, and consultation to school staff and community professionals (e.g., Student Health Centers, physicians, child welfare workers, juvenile justice) regarding understanding mental health systems and levels of care; interpretation of mental health terms including diagnostic categories and psychological testing for the purpose of understanding and case planning; behavior management strategies (for an individual student or classroom); strategic intervention techniques with difficult clinical, educational or administrative systems issues or with difficult student/family system or situational issues; availability and type of community resources for children and families; collaborative strategies in working with multiple agencies who are involved with the same student and/or family. 

  • Meets as needed with school based site staff (e.g., School Counselors, School Teams, School Based Health Center Teams) for mental health coordination, planning, and consultation. 

 

Preventive Mental Health Services 

  • Provides preventive mental health services (classroom presentations about conflict resolution, parent education presentations, parenting classes, etc.) to school age children, adolescents and families and the community at large. 

  • Collaborates with school staff for time limited psycho-educational groups or facilitation of support groups that serve a preventative, educational or outreach service related to positive mental health development.

 

Team Participation and Administrative Tasks 

  • School Based Mental Health team participation includes individual and group supervision with the clinical supervisor or lead for the purpose of reviewing clinical cases. 

  • Attends required meetings and trainings. 

  • Completes all required County, department, division and program administrative data (time sheets, mileage, etc.). 

  • Prepares and collects all required County, department, division and program quantitative data for tracking, contract compliance, and key result purposes. 

  • Completes duties as assigned which may include field supervision to Master’s level interns. 

  • Completes field/course evaluation of student interns in collaboration with students’ course instructor. 

  • Other duties as assigned.

TO QUALIFY:

Required Minimum Qualifications:

 

Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP - R) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. QMHP - R within 30 days of hire, current QMHP - R, and/or licensed Board of Oregon (LPC, LCSW, PHD, etc.) AND

  • Masters degree in psychology or

  • Masters degree in clinical social work or counseling or

  • Masters degree in a behavioral science field

 

Other:  

  • Knowledge, Skills and Abilities (KSA): This position requires advanced knowledge and experience working with the African American community, providing behavioral health prevention support, direct services, care coordination to ensure culturally relevant behavioral health services, outreach and engagement expertise. This would be demonstrated by knowledge of the traditions, values and concerns of the community being served as well as the ability to identify specific examples of experience working directly with individuals and families who identify with the African American Community. 

  • A driver’s license is required.

  • This position requires a Background Investigation, which may include being fingerprinted. 

 

Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates..

  • Appropriate Oregon Licensing Board LCSW, LCP 

  • Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.  

  • Lead with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.

  • Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.

Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
