This position is located atMCCS MIRAMAR.Candidates selected for this position will serve as a DIRECTOR OF MARKETING.

Major Duties

Leads by example to shape and sustain a working environment conducive to the successful performance of those entrusted to their leadership and direction. Responsible for providing direct oversight of planning, directing, initiating, and implementing a comprehensive marketing program for Marine Corps Community Services (MCCS). Develops and implements integrated marketing plans and strategies for all business operations and programs in coordination with other departments. Responsible for the commercial sponsorship program, ensuring advertising is accomplished as required by Memorandum of Agreements and / or sponsorship contractual obligation. Plans, coordinates, and conducts market research, including demographics, surveys, focus groups, etc.

Carries out public relations activities for divisions and other base organizations and oversees planning and coordination of all advertising campaigns. Serves as the primary point of contact for media and outside organizations. Has oversight of the planning and coordination of advertising and commercial sponsorship activities for departments.

Serves as subject matter expert and direct advisor to senior leaders and military personnel in the organization or the Marketing division. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow through on maximizing productivity and economies. Prepares and approves internal office financial plans and related records and reports, and exercises authority on approved budget. Analyzes programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long-range plans in conjunction with internal operating directives. Exercises internal personnel management as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office.

Coaches, mentors, and leads by example. Sets clear performance expectations and appraises performance. Responsible for reviewing appraisals of supervisory and nonsupervisory employees. Resolves grievances and complaints and initiates appropriate corrective action for performance or conduct issues. Approves leave requests. Responsible for review and approval of timekeeping for direct reports.

The incumbent participates substantially through decision or exercise of significant judgment in taking official action for: contracting or procurement, administering or monitoring federally conferred financial or operational benefits, regulating or auditing a non-federal entity, or other activities in which final decision-making or action may have a direct and substantial economic impact on the interests of the organization.

Provides exceptional customer service, and upholds high service standards using respect, courtesy, professionalism, and teamwork. Takes initiative to solve problems quickly but recognizes when to seek assistance to resolve issues. Collaborates in a professional, supportive, and proactive manner. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned.

Qualifications

Successful completion of a 4-year course of study in marketing or related field leading to a bachelor's degree from an accredited college or university. Plus four years of experience that demonstrates a professional knowledge of market research, public relations, advertising, and event marketing; or a minimum of eight years of professional experience demonstrating the same is required. Knowledge of NAF policies and procedures preferred.

Ability to lead by example, providing motivation and encouraging creative and innovative solutions to further the mission. Supervise and coordinate the work of a subordinate staff. Demonstrated experience using a variety of marketing media and methods, such as graphic arts, design, illustrations, photographs, computers, broadcast, and other visual media.

Ability to effectively communicate orally and in writing, and strong presentation skills with the ability to communicate and work closely with all levels of personnel, and senior military and internal and external civilian officials.

The incumbent is required to file an annual Confidential Financial Disclosure Form OGE 450 to avoid conflict of interest or to carry out the purpose of any statute, executive order, or regulation applicable to or administered by the employee.

This is a white-collar position where occasional lifting up to 20 lbs. may be required. Occasional weekend and evening hours are required.
