General description

Join the Operations & Support Legal Services team as a Contracts Attorney! Work involves organizing and planning legal activities, coordinating the preparation of legal documents, providing legal advice regarding contract, grant, and procurement law issues, interpreting, and applying laws and regulations, preparing, and reviewing documents related to procurement, grants, and other contracting matters, and rendering legal advice and counsel. The candidate may oversee or work on some of the largest, most complex, or highest-profile legal matters or projects, and may resolve substantive and procedural issues. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications:

Minimum Qualifications
• Graduation from an accredited law school with a LL.B or J.D. degree.
• Four (Attorney IV) to seven (Attorney V) years full-time experience as a practicing attorney.

Preferred Qualifications
• Experience in government procurement, financial services contracts, information technology contracts, commercial transactions, drafting contracts, or negotiating contracts is preferred. Experience with federal and state grants, including knowledge of federal and state laws, rules, regulations, guidance, and cost principles related to grants and grant administration, is also preferred.

Licenses / Certifications

Must possess an active license in good standing to practice law in the State of Texas or able to immediately activate license through Texas State Bar upon request.

In this role you will:

Knowledge of:
• applicable state and federal laws, regulations, and policies
• administrative law and legal issues affecting a Texas state agency, particularly those related to contracts, procurements, grants, and related issues
• legal principles and practices

Skill in:
• providing written and verbal advice on complex legal matters, including those related to state solicitations and contracts
• interpreting and applying laws and regulations in complex matters
• using a personal computer in a Windows environment and with Microsoft software and mainframe functions
• using online legal research (Lexis or Westlaw)

Ability to:
• solicit, evaluate, negotiate, draft and administer contracts and related documents
• coordinate dispute resolution administrative hearings and contract related litigation
• present legal issues, findings, and recommendations in a clear and concise manner to agency management, personnel and other individuals
• coordinate the work of others
• learn quickly and apply knowledge appropriately under variable and dynamic circumstances
• consistently update professional knowledge and skills through independent research, continuing legal education and other professional training
