Job Description

*Location: The Chief of Party is expected to be based in Moldova.

Development Innovations Group (DIG), a CRDF Global company, seeks a Chief of Party (COP) for the anticipated five-year USAID Safeguarding Moldova's Digital Transformation program. The purpose of this activity is to safeguard Moldova's digital ecosystem to strengthen the protection of human rights, especially for women and vulnerable groups. It will also engage civil society and the broader public in the decision-making processes at all levels. The COP will provide the strategic vision, leadership, and management of all activity implementation. The COP will serve as the primary liaison with USAID, the Government of Moldova, and other key regional and subnational stakeholders. This position requires strong supervisory skills, experience working in developing countries and the ability to ensure key performance indicators, objectives and deliverables for the program are met.

Responsibilities:
  • Provide overall strategic direction, leadership, and management oversight of the program to ensure all activities are of high quality, technically sound, and appropriate for the context.
  • Supervise technical and administrative program staff, consultants, and subcontractors to achieve the expected results.
  • Oversee strategic work planning, performance management, communications, contractual and budgetary aspects of program management and prompt annual implementation planning.
  • Serve as the primary point of contact for USAID, develop productive and positive working relationships with government counterparts and maintain effective coordination with other donor activities in the digital transformation sector.


Qualifications:
  • A bachelor's degree (or higher) in a relevant field of study, such as foreign policy, international development, digital transformation, data protection or a related field.
  • Minimum 10 years of progressively responsible experience working on donor-funded international development programs related to civil society strengthening, human rights, or digital transformation.
  • Minimum 5 years of demonstrated leadership in managing similar sized ($5-$10M) donor and/or USAID-funded programs.
  • Excellent communication and interpersonal skills, including the ability to manage high-level stakeholders and complex diplomatic relationships.
  • Deep understanding of USAID and USG contract management, regulations, policies, and reporting requirements.
  • Fluency in English required.
  • Romanian language skills (oral or written) are highly desirable.
