Senior Program Manager

Applied Research Solutions is looking for a Senior Program Manager to support the Agile Combat Support (ACS) Directorate at Wright-Patterson, AFB in the Joint Simulations Program. The Program Manager will be expected to apply their knowledge, skills, abilities, and experience in acquisition program management statutory requirements, philosophy, policies, practices, and procedures to the USAF systems, subsystems, equipment, and services procurement activities, post award project/program management tasks, and life- cycle acquisition and acquisition logistics management.

Responsibilities include:
- Ensure program management resources have comprehensive knowledge of principles, policies and practices of systems acquisition and program management as defined in DoDI 5000.02 and DoDI 5000.75
- Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs
- Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action
- Support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs)
- Support program management reviews, senior level meetings/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews
- Develop, report, and maintain schedules and metrics that are needed to track program status; have a working knowledge of, and be able to effectively apply Earned Value Management (EVM) principles in order to evaluate and report program health and status
- Provide product support to the PM and Product Support Manager (PSM) for the execution of the PSM's duties as the Total Life Cycle Systems Manager
- Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities utilizing DoD, US Air Force, and local logistics policies, procedures, and functionalities, and financial data requirements of acquisition logistics disciplines
- Provide understanding in the application of acquisition management initiatives such as buying commercial items (i.e., acquisition of Non-developmental Items (NDI), Commercial off-the-shelf (COTS) items, and FAA certified items), Commercial Practices (such as Performance Based Business Environment), Earned Value Management System (EVMS), Evolutionary Acquisition and Agile Acquisition of the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System and Acquisition Streamlining
- Arrange and support various program actions such as meeting attendance; meeting minutes; milestone planning, tracking, and scheduling; briefing preparation; staff coordination; risk management plan and strategy development and integration; and decision documentation preparation
- Assist with the review, interpretation and application of new statutory and regulatory requirements, and then provide recommendations for Government integration
- Function as the Portfolio Analysis and Business Integration (PABI), who are directorate-level staff and physically reside in or near the ACS PEO/Director Front Office Group (FOG)
- Assist the government team in the development and refinement of Directorate-level portfolio metrics
- Assist the USG in supporting the planning, formulating, editing, developing, publishing and storing finished programmatic products to include, but not be limited to, program documentation, plans, directives, reports, briefings and other presentations as required (classified and unclassified) in the media and format requested
- Other duties as assigned
Qualifications/ Technical Experience Requirements:
- Must be a US Citizen
- Must have an active Secret Clearance
- Bachelor's Degree in related field and 12 years relevant experience
- Or Master's Degree in related field and 5 years relevant experience
- Or 15 years of direct related experience
