Job/Position DescriptionContract Administration Mgr IThe Specialty Health area within Health and Independence and Community Services is seeking candidates who are committed to securing health services for the most vulnerable Texans and engaging in management strategies that promote opportunities to learn, grow and thrive.This position will manage a team responsible for successful business operations in Specialty Health programs, including the Epilepsy Program, Blindness, Education, Screening and Treatment (BEST) Program, Navigate Life Texas resource site, and will support additional contract management and monitoring needs across Specialty Health. This position will be the lead liaison representing these safety net programs and the State of Texas, with considerable latitude for independent judgement and decision making.The CAM I is responsible for highly advanced (senior-level) contract and program administration work for Specialty Health including strategic planning for contractor relations, service improvement, contract monitoring, and process improvement for programs of varied scope and populations. Work involves contract development, contract management, procurements, reimbursement and policy development. Essential Job Functions(35%) Supports and manages the daily contract and reimburserment activities for the Epilepsy Program, and for additional Speciality Health programs and inititives. Conducts senior-level contract management functions to ensure accuracy and timeliness of procurement, contract management and quality assurance activities. Develops short and long-term strategies and goals for contract and program administration. On behalf of contracted programs, oversees program development; process improvement; stakeholder comunication; and compliance with HHSC and state policies and requirements. Conducts all contracting functions as the Epilepsy Program contract manager on behalf of agency. Ensures all contract closeout activities are performed according to HHSC policy. Facilitates and ensures delivery of financial and programmatic technical assistance and training. Oversees resolution of contractor issues, amendments and implementation of sanctions. Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers. (30%) Oversees the Specialty Health contract monitoring process. Develops and implements contract monitoring plan to ensure appropriate contractor performance and oversight, transparency and risk mitigation regarding billing, fiscal data and adherence to program policy and eligibility. Conducts on-site and remote monitoring visits, reviews and reporting. Responsible for reviewing, revising and creating standard operation procedures and policies for monitoring best practices. Designs, directs and implements continuous improvement strategies for contracted SH programs. Provides input into the overall program budget and oversight of expenditures. Reviews and analyzes legislation related to procurement and contract management by assisting with bill analysis.(15%) Provides direction and guidance to Specailty Health staff and internal and external stakeholders on procurement, contracting and reimbursement. Recommends effective strategies to resolve issues or trends related to contracting, reimbursement and procurement.
