Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Government Relations Area of the agency.

The Director II Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the State Government Relations (SGR) Unit of the Texas General Land Office (GLO). Work involves directing the activities of the State Government Relations, attending legislative hearings and meetings on behalf of the GLO, and developing program policies, procedures, and operational guidelines. Providing consultative support to the State Government Relations Director, leadership, and executive leadership. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Due to the nature of this position, some work on weekends and evenings will be expected.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 00B General Officer; Navy -

111X, URL-Surface Warfare; Coast Guard - MGT10 Management; Marines - 8003 General Officer; Air Force - 90G0 General

Officer or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this

position.

Essential Job Elements:

The Director II (State Associate Director) responsibilities include but are not limited to the following.

  • Directs daily activities of the State Government Relations (SGR) legislative programs. Provides consultative support to the State Director of Government Relations, leadership, and executive leadership. Directs assigned legislative portfolio to meet Texas General Land Office (GLO) legislative agenda. At the direction of the State Director works with legislators, legislative staff, liaisons, and other stakeholders to achieve GLO priorities. Serves as the program subject matter expert for state, local, and federal rules and regulations. Attends legislative hearings and meetings on behalf of the GLO and prepares comprehensive summaries for leadership review and discussion.
  • FORMTEXT Develops innovative ways to implement and track the Texas General Land Office (GLO) legislative activities, agendas, goals, and objectives to achieve the mission of the GLO. Identifies potential areas needing change or review in the agency's legislative strategic plan and updates leadership. Provides recommendations on risk management consistent with the goals, objectives, and strategic plan.   • FORMTEXT Develops program policies, procedures, and operational guidelines for interacting through a variety of methods with legislative staff, legislators, governmental officials, and other stakeholders. Monitors compliance with agency and State of Texas ethics and related policies when interacting or communicating with government officials, contractors, lobbyists, and other interested parties.   • Reviews and approves all correspondence with the State of Texas Legislature, other state agencies, and key government stakeholders regarding key issues and areas of concern. As directed by the State Director, develops and oversees the implementation of long-term and short-term plans as they occur.


Knowledge, Skills, and Abilities:

Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and of the principles and practices of public administration and management.

Skill in establishing plans and setting objectives and goals that support an overall business strategy.

Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work site) is routinely required to carry out some duties. This position requires extensive computer, telephone, and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destinations and when traveling on state business including fieldwork and training assignments.

Qualifications:

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with major coursework in business administration or a related field.
  • 3 years' experience in management as it relates to legislative/congressional session.
  • Experience and education may be substituted for one another.


Preferred Qualifications:

  • Experience representing the agency in Legislative Sessions including attending legislative/congressional hearings, meetings, and other functions with legislative/congressional staff and other legislative/congressional liaisons.
  • Experience working for a Texas state agency and familiarity with Texas state laws and rules governing state agency administration and Legislation.
  • Familiarity with Texas state agency operations, including the Centralized Accounting and Personnel System (CAPPS).
