The Panama-Buena Vista Union School District announces opening for one (1) Program Specialists for the Special Services Division. The Program Specialist will support teachers, paraprofessionals, administrators, and parents to ensure a free and appropriate public education for students who are eligible for special education and related services under the Individuals with Disabilities Education Act (IDEA).

MAJOR DUTIES AND RESPONSIBILITIES
  1. Provides coordination, consultation, and program development primarily in the area of programming to support students with disabilities;
  2. Assists in the development of effective, appropriate programs, and coordination of resources for students with special needs in special and general education program settings;
  3. Develops, provides, and coordinates staff development, research, and program development, including innovation of special methods and approaches, including evidence-based best practices;
  4. Stays current regarding special education issues, trends, best practices, and research;
  5. Facilitates the development of programs so that students have a full range of educational opportunities as deemed appropriate by their Individualized Educational Program (IEP);
  6. Observes, consults with, and assists resource specialists, designated instructional services instructors, resource specialists, special day class teachers, and general education teachers to meet the educational needs of students with disabilities;
  7. Monitors and assists in developing and reviewing IEPs as needed.
  8. Performs any additional duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS
  1. Position requires at least three-five years of educational experience in special education area of expertise.
  2. Valid California Credential in area of expertise
  3. Master's Degree in area of expertise is desired.
  4. Must possess a private vehicle, valid California driver's license and carry current automobile insurance with at least minimum coverage for public liability and property damage.
  5. Fingerprint clearance by both the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met.
  6. Willingness to abide by the rules and regulations of the District in a professional, ethical manner.

  2. Must be able to communicate effectively with special education staff, other school and District staff, parents, agencies and community members.
  3. Must be able to mentor staff through consultations and collaboration skills as well as modeling expected skills and behavior.
  4. Exhibits warmth, compassion, and good humor.
  5. Demonstrates managerial and organizational skills.
  6. Shows high energy, positivity, and excitement for the education of students with exceptional needs.

SALARY AND TERMS OF SERVICE
Annual Salary $107,428 - $129,930, nine (9) steps, 204 working days per year, eight (8) hours per day. Placement on the salary schedule is determined by number of years of experience. $2,000/year stipend for Doctorate Degree. Additional time/days as is necessary to perform related job duties and responsibilities. The District currently contributes $19,793.00 per year to family dental, medical and vision insurance plans; life insurance plan for employee only.
