With Northrop Grumman, you’ll have the opportunity to be an essential part of projects that will define your career, now and in the future Shall be responsible for source selection from contract proposal to execution phases for specialized goods and/or services. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, planning, operations, and program management. Owns contractual management of multiple suppliers, develops subcontract specifications, develop negotiation plans, assist, and review subcontract statements of work, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Execute teaming and non-disclosure agreements as needed. Prepares proposal packages, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes subcontracts, and awards finalized subcontracts. In conjunction with quality, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Reviews and approves supplier payment as needed. Utilizes process to drive quality, efficiency, continuous improvement to ensure that risk and mitigation strategies are identified and developed. Basic Qualifications: High school diploma and 12 years of related supply chain, contracts, business management and/or related field, will consider a BA + 8 years of experience or a master's degree with 6 years of experience in related field Working knowledge of FAR/DFARS and associated Federal Contracting regulations Ability to collaborate with program management and other multi-functional teams Ability to multi-task and make sound decisions in a timely manner Demonstrated strong interpersonal skills Demonstrated ability to work in a very fast paced environment Experience with Microsoft Office Preferred Qualifications: Experience on programs focused on Aircraft Maintenance support and 24/7 Experience supporting subcontract activities in a heavily matrixed, geographically dispersed organization. Experience with SAP Experience with a Cost Per Flying Hour Program Structure Experience with a different contract type: Firm Fixed Price (FFP), Time and Material (T&M), Cost Reimbursable (CR) “No Fee”, Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) Salary Range: $89,900 - $164,900 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
