Summary About the Position: This position is located at the Army Benefits Center-Civilian (ABC-C), Main Post, Ft. Riley, Kansas. The ABC-C is responsible for the delivery of Federal Government benefits and entitlement services using state-of-the-art technology. ABC-C provides benefits and entitlements services worldwide. May allow for situational/ad hoc telework. Responsibilities Serves as supervisor/branch chief in the Army Benefits Center - Civilian (ABC-C), with responsibility for integration, management, and supervision of the benefits and entitlement program services for all Army activities. Resolves difficult/unusual problems and provides technical advice to specialists, CPACs and employees/customers. Serves as technical expert and identifies and initiates special projects and studies affecting Army regional centers, an individual CPAC and/or an installation. Prepares statistical reports, briefings, and information papers for reoccurring and special reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in civilian personnel benefits and entitlement program services including interpreting guidelines, regulations, and directives concerning complex benefits, retirement and entitlement cases; conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions; informing employees about their entitlements and use of grievance or appeal procedures; experience conducting research on human resources laws, regulations and policies to formulate solutions to complex or sensitive benefits and/or retirements and entitlements controversies; and experience assigning work and evaluating employee work quality and productivity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Substitution: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Benefits and Work Life Programs Customer Service Human Capital Management Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
