Duties
As a Program Analyst (Resources) at the GS-0343-14 some of your typical work assignments may include:
Providing financial management, program analysis, administrative guidance, and assistance to ensure sound and timely
development of ongoing and proposed programs.Assisting in the budget formulation and justification process within the office.Ensuring the preparation of complete and well written Military Interdepartmental Purchase Requests (MIPRs) and Purchase
Requests (PRs) for the initiation and/or continuation of research programs.Functioning as the focal point and Contracting Officer's Representative (COR) for office support contracts.Working as an analyst in conducting continuing analyses of one or more functional or program areas of office or DARPA
acquisitions for the purpose of providing DARPA management, other federal agencies, contractors and congressional offices

You may qualify at the GS 14 , if you fulfill the following qualifications: One year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service (experience may have been gained in the military or private sector):
Reviewing and tracking budget materials such as Program Objective Memorandum (POM) issue papers and Research and
Development Description Summaries (RDDS) to ensure office programs are adequately justified to the Director.Preparation of complete and well written Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs)
for the initiation and/or continuation of research programs.Performing Budget formulation and justification process as it relates to the generation of Research and Development
Description Summaries (RDDS) and the Congressional justification process.Preparing briefings, presentations, and other high-level documents in support of technical programs, special projects and
studies.Verifying that contractors have performed the technical and management requirements in accordance with the contract terms,
conditions and specifications.

Additional informationFINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
