Parsons is looking for a Lab Manager to help support a contract expansion within the Cyber Security arena.The Lab Manager is charged with ensuring the technical execution of Mission delivery or Program scope is sound, aligns with Program expectations and is delivered to aligned with Program requirements defined by Government COR and leadership. Overall, the Lab Manager oversees day-to-day activities of Program technical task performance and staff accountability in meeting mission-specific technical requirements with a focus on overall quality of the work and timeliness of deliverables.The Lab Manager will:Ensure and manage technical executionTrack execution progress on tasks for Program projectsIdentify and understand Customer needs, translating them into requirements and deconflicting priorities with Mission TCORs and IW Program leadershipIdentify resources that may be needed for the project and work with PMO to source themHold regular technical team meetings to determine progress and metrics aligned with demonstrating progress, delays or risks; with project and engineering leads to resolve challenges and resolve prioritization issuesResolve specific technical issues by coordinating appropriate resources with IW technical lead, TCORs and IW PMODetermine and define clear deliverables, roles and responsibilities for staff members required for specific projects or initiativesPrepare estimates of resources required to complete new or revised projectsSupport technical interchange meetings; develop reports/briefingsMaintain and communicate customer timeline and priorities to engineers, when neededManage team and Program reportingReceive, review, and consolidate weekly activity reports; summarize top technical achievements for inclusion in the PMRIdentify opportunities to deploy IW team support across C3 Organizations; ensure priorities and understood and work with TCORs are in synch with across Organization support timing and needsMaintain Risk Management awareness of day-to-day operations and report mission impact or potential mission impacting events to PM and PMO; maintain and update risk register and associated mitigationsStaffing managementAssess employees’ skills, talents, performance, and productivity; identify solutions/mitigations where gaps or needs are identifiedOversee personnel’s individualized training, manage training records and monitor training programs effectivenessWork with PMO to convey emerging or real time staffing requirement needsQualifications:10 years technical contributor experience in development or sustainment of IT or IA products, A BS degree can be substituted for 4 years of experience and a Masters will count as an additional 2 years.5 years in a technical leadership role managing information technology/information assurance projects with at least 10 FTE staff supporting a diverse range of technical tasks4 years experience managing tasks on Government contracts. Demonstrated experience in providing technical management oversight focusing on the overall quality, cost, and timeliness of the deliverable, Demonstrated proficiency in using Microsoft Project / Primavera to include identifying milestones, dependencies, deliverables, and performing resources allocation. .BS in Electrical / Computer / Software Engineering, CS, Math or Information systemsAn ACTIVE TS/SCI with Polygraph required.Place of performance is Linthicum and travel to Annapolis Junction and Columbia MDINFESTEDMinimum Clearance Required to Start:Top Secret SCI w/PolygraphThis position is part of our Federal Solutions team.Our Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
