LOCATION(S): Bronx
REPORTS TO: Chief Operating Officer
SALARY RANGE: $125,000-$135,000
DATE: July, 2024
SCHEDULE: Monday- Friday, 8am-4pm, 9am-5pm or 10am-6pm, Schedule may vary due to program needs
JOB SUMMARY: The Director will lead the early childhood department by implementing high-quality child-care centers and ensuring the program is following all regulatory requirements and standings for State and Federal contracts. Also, this position is responsible for the coordination of Risk Management within the Early Childhood programs. This position is responsible for oversight of the Federal Early Head Start/ Head Start grants, NYC DOE contracts, the Family Resource Center and Foundation Grants. The Director will provide governance support to the Policy Council and Early Childhood Board Committee, implement federal monitoring compliance systems to streamline comprehensive services through all GSS programs and at partner locations ( family child care, home -based and center -based). The position will also track and submit fiscal and program reports to the OHS and other funding agencies and integrate and support the implementation of the coaching plan across all program options. For the start-up phase for 2 years this will be an evolving position. Interim roles and responsibilities will be adjusted and this position requires an individual to be flexible. Job responsibilities will be revisited once all center-based sites are up and running.

EDUCATION, EXPERIENCE, AND SKILL REQUIREMENTS:
- Master's Degree in Early Childhood Education
- New York State Permanent Teacher Certification Birth-Grade 2
- At least 5 years administrative, supervisory, program management and fiscal management experience required
- Strong background in management and program design, 3-5 years of experience
- Strong background of high-quality head start programming and management of early childhood professionals.
- Proven commitment to working with diverse communities and populations.
- Excellent oral and written skills, and computer literacy
- Strong team engagement that includes enthusiasm, vision, creativity and initiative
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:
- Providing oversight and management of contracts under the Office of Head Start and Department of Education Early Childhood programming
- Coordinate and supervise the efforts of early childhood staff in developing and maintaining all program components, including education, health, nutrition, social services, parent involvement, mental health, and disabilities for all program options- center based, home based and partner locations
- Provide oversight support to all management to develop strategies for high quality program implementation, trainings and coaching plan for all program options
- Coordinate with the ERSEA Committee to monitor the integrity and eligibility determination of families
- Maintain sound financial management with Contracts Specialist and Fiscal Team over early childhood program budgets, as well as helping Program Directors manage their program budgets and ensure timely reporting requirements in City, State and Federal systems
- Design program and administrative systems and conveys systems to appropriate staff, and monitor implementation across blended program models
- Develop appropriate strategies with the Deputy Director of Homebased/ FCC/ CC Partners for overcoming barriers to program improvement based on monitoring results, monthly reports, staff and parent input
- Review the current program model and develop strategies to ensure full enrollment in all early childhood education centers and program options
- Together with the Early Childhood management team evaluate program parameters using Head Start performance standards, state, and local standards to improve program performance and develop improvement plans
- Complete Head Start/ Early Head Start annual grant application, budgets, self-assessment and PIR
- Support the Early Childhood team in ongoing monitoring efforts, planning and executing and annual program self- assessment and that performance are maintained at highest standards
- Ensure that all contract compliances are met and that program is grounded in all pertinent laws, guidelines and policies including State Licensing regulations , State Funding Terms and Conditions for all contracts, Head Start Performance Standards, Head Start Act, including meeting personnel requirements, and organization policies and procedures
- Co-facilitate with the Director of Evaluation and Compliance and management in ongoing compliance with Federal monitoring protocols and program integration discussions with the Early Childhood Management team
- Support the development and ongoing training of the Policy Council and parent's participation
- Prepares monthly Director's reports to the Governing Body and Policy Council
- Represents the agency in maintaining strong working relationships with the Office of Head Start, Department of Education and other government agencies, day care and Head Start employees' unions, and other community and city-wide organizations
- Collaborate with the CEO with community outreach to identify new spaces and partnerships.
- Collaborating with the Chief Operating Officer, Chief Financial Officer and Managing Director of Development in managing and identifying additional funding sources and responding to requests for proposals. Work with Executive team with advocacy work.
- Coordinate Risk Management projects with Quality Assurance, Human Resources and Facilities team leaders
- Coordinate a pipeline of educational staff for our child care centers and partners, strengthen all partnerships with Colleges and Educational Schools
- Ensures all statutory and regulatory requirements are met
- Work closely with CEO, COO, and Senior leaders to develop and implement strategic plans and goals that support the organization's mission and vision.
- Support with community outreach-identifying new sites, partnerships and educating the public about the program and resources at GSS.
- Supports with prenatal and mental health services
- Other duties and projects as assigned
PRE- EMPLOYMENT REQUIREMENTS:
- Successfully clear; NYS DOI Fingerprint Screening, NYS Central Registry Clearance, Sex Offender Registry Clearance, three (3) reference checks, physical examination with updated TB test, Tdap, MMR, varicella (fees may apply).
- Meet all employee health requirements in Article 47 (DOHMH) and Head Start performance standards.
- Mandated Reporter training certificate (every 2 years) and comply with agency's policy and procedure regarding identification and reporting of child abuse and neglect.
- Obtain First Aid/CPR and Preventive infectious diseases certificate within the first year of employment.
- Meets all health requirements in Article 47 (DOHMH) and Head Start Performance standards.
