Acquisition Lifecycle Specialist

SMX is seeking an Acquisition Lifecycle Specialist to directly support the Secretary of the Air Force (SAF)/Concept Development Management Office (SAF/CDM), Operations and Technical Support Directorate (CDMO), Concepts Project Office (CPO). This position may directly support SAF/CDM's customers with a variety of requirements to include Foreign Material Sales. The ideal candidate will have expertise in requirements specific to contracting/acquisitions, contracting administration and requirements development. This position involves significant interaction with program management, contracts personnel, senior technical personnel, and other functional support organizations.
This position requires a DoD TS/SCI clearance which requires US citizenship for work on DoD contracts.

Essential Duties and Responsibilities
- Provide support and assistance in preparation of all requirement documentation for complex acquisitions such as, but not limited to, acquisitions plans (APs), Acquisition Strategy Panels (ASPs), Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objective (SOOs), Determinations and Findings (D&Fs) and Justification and Approvals (J&As)
- Analyze requirements and determine appropriate contract type and the appropriate extent of competition
- Prove recommendations, evaluate, assist with development, and execution of approved acquisition strategies
- Support acquisition efforts throughout their life cycle, requirements definition and development, procurement, and post-award contract management activities to ensure the expected benefits of each procurement action is realized
- Conduct market analysis, cost analysis, requirements analysis, Independent Government Cost Estimate (IGCE) development, as well as contract administration
- Performs a full range of pre-award and post award functions for multiple agency departments
- Collaborate with team members to effectively define acquisition products that meet technical, schedule, and programmatic requirements
- Provide recommendations on solicitation development and format, and assist with the generation of Instructions to Offerors (ITOs) and Sections L&Ms
- Ensures compliance with quality assurance requirements and promptly addresses performance related issues
- Document and facilitate communication between groups
- Support the management of project requirements, scope, and schedule changes

Required Skills & Experience
- Clearance: require TS/SCI
- Bachelor's Degree, required in related discipline
- Strong working knowledge of Federal Acquisition Regulations (FAR)
- Experience developing acquisition artifacts, requests for proposals, acquisition plans, risk management plans, cost estimates, and related documents
- Experience providing pre- and post-award acquisition support, such as market analysis, cost analysis, requirements, IGCEs, or contract changes
- 5+ years of experience providing support to DoD organizations (program office, PEO, major command, combatant command
- Ability to operate in a complex, dynamic and fast-paced environment
- Experience developing, managing, and documenting requirements
- Experience managing day-to-day interactions with cross-functional team
- Skilled in negotiating workload relative to a requirement's time and budget constraints
- Strong working knowledge and experience with various types of contracts
- Strong working knowledge of Microsoft Office suite (Word, Excel, PowerPoint)
- Excellent oral, written, and interpersonal communication skills
- Excellent organizational skills and attention to detail
- Some travel may be required
Desired Skills & Experience
- Master's Degree in related discipline
- Experience as a US Government Contracting Officer or Acquisition Program Manager on large-scale, enterprise system acquisition programs
- DAU Contracting Certification or Legacy DAU Level II Certification or higher
- Certified Federal Contract Manager (CFCM)
- Familiarity with Foreign Military Sales (FMS) Cases
- Familiarity with 7600As Support Agreements and DD254s Department of Defense Contract Security Classification Specifications
- Source selection experience under FAR parts 15 and 16
