Position Summary:
Our customer, the Defense Information Systems Agency (DISA), provides, operates, and assures command and control of the Defense Information System Network (DISN) services to the warfighter, national leaders and other mission and coalition partners across the department of Defense (DoD) and national security organizations.
Primary Responsibilities:
- Manage ticket reporting, in accordance with Change Management procedures.
- Analyze Defense Information Systems Network (DISN) and perform checks in relevant databases to validate engineering/installation requests.
- Validate deliverables provided by government engineering (ie. site layout, device layout, port usage plan and configlets).
- Ensure Telecommunication Service Orders (TSOs) are in place and accurate for scheduled network additions and changes.
- Initiate network device configurations using configlets.
- Design and implement solutions to highly technical problems through testing, documentation, and modification of configurations on network devices.
- Provide network design/engineering input on current and future capabilities.
- Provided specifications for network architecture changes.
- Execute software upgrades associated with downward directed network changes.
- Provide direction to customer to remediate invalid or missing documentation in accordance with security guidelines provided by Government oversight.
- Engage in decision regarding appropriate network design engineering, installation and configuration solutions for hardware or backbone functional requirements.
- If available, use Standard Operating Procedure's (SOP), Tactics, Techniques, and Procedures (TTP), and Work Instruction's (WI) to complete Change tasks.
- If no documentation is available, use best practices and independent judgement to complete task. Interact with more experienced engineers to complete task if needed.
- Perform network monitoring to assess if deployed changes have caused impacts to customer traffic using provided expectations of traffic behavior, lessons learned, and customer reporting.
- Determine project scope and coordinate actions with associated project managers.
- Perform initial testing and acceptance of new IT devices, backbones and DISA Control Network (DCN)connectivity, to include execution of all reporting functions.
- Complete data input in Configuration Management Database (CMDB) and SharePoint records associated with new service activations to ensure implementations are in accordance with standards.
- Provide design engineering and advance technical support for the integration and configuration of network systems and connections.
- Provide advanced development, review, and configuration of network infrastructure devices.
- Analyze/diagnose/correct hardware and software faults; solve technical and application problems found during IT&A actions.
- Engage vendor support, when required, for testing and activations, troubleshooting and problem resolution.
- When necessary for Return Merchandise Authorization (RMAs), interact with vendor Technical Assistance Center (TAC) personnel to gather needed data to create hardware replacement order.
- Coordinate dispatch of field technicians and availability of site personnel, for hardware replacement, testing and troubleshooting to complete RMA actions.
- Assist field technicians with various types of telecom test equipment.
- Design, configure and maintain out-of-band management network with customized configurations for each site.
- Consults with Government customer on best practice for hardware and connection installations/activations on the network.
- Use TTPs to complete final validation checks to set installation and ASI tickets to closed status.
- Maintain proper Change Management and Engineering documentation.
- Provide direction to less experienced engineers in the completion of their duties based on lessons learned and experience.
- Collect site, device, and activations data.
- Determine scheduling of maintenance windows.
- Coordinate dispatch of technicians and availability of site personnel.
- Ensure proper Implementations Requests (IRs) for procurement and shipment of network components in support of ASIs are initiated and fulfilled.
- Manage ticket reporting, in accordance with Change Management procedures.
- Interact with Government ASI team to provide relevant data and populate required documents.
- Interact with customer requesting data or asking questions.
- Answer Requests for Information (RFI) received from customers and mission partners.
- Provide government and contractor project managers weekly status updates on project actions.
- Manage ticket reporting.
- Perform User Acceptance Testing and feedback on new network tools before they are accepted into operations.
- Follow provided processes for the update and work within the CMDB.
- Complete associated Telecommunication Service Order actions (ie. In-effect Reports, delayed service reports, exception reports) to track IT&A for hardware, backbone, and DCN actions.
- Complete After-Action Reports (AAR) to operationalize new devices into the network.
Basic Qualifications:
- Bachelor's degree in a relevant technical discipline and 4-8 years of prior relevant experience or Masters with 2-6 years of prior relevant experience. Additional years of experience, education, certifications, and training may be considered in lieu of degree.
- Currently possess DoD 8750 certification at IAT level II, Security+ CE or equivalent to meet requirement.
- Proficient knowledge of various network hardware equipment specifications, configuration and testing processes, and industry standards.
- Network engineering, problem management, and performance management experience.
- Experienced knowledge of networking architecture, evaluating, and recommending new technologies to enhance current capabilities.
- Knowledge of configuring, activating, testing, and analyzing network systems.
- Working knowledge of one or more Transport platforms: CIENA 6500, CIENA Corestream, CIENA PTS, Cisco NCS2K, CISCO MSPP 15454/15310, SYCAMORE ODXC 16K/9K, XTERA, and other ancillary equipment.
- Experience analyzing VLAN, routing, IP addressing and sub-netting.
- Experience analyzing, troubleshooting, and configuring IP networks using at least one of the following routing methods: BGP, ISIS or OSPF, Static routing.
- Experience with either service provider or enterprise IP networks using an interface on Cisco (ESR and ASR) and/or Juniper routers.
- Experience with ports and protocols.
- Strong written and verbal communications, team building and collaboration skills.
- Currently possess an active Secret security clearance.
Preferred Qualifications:
- Prior experience at DISA, or knowledge of DISA systems and processes.
- Prior experience with SharePoint data entry.
- Experience performing customer outreach.
- Equally proficient in Juniper and Cisco configuration, troubleshooting, and design.
- Experience with Cisco IOS XR, JUNOS, and Cisco IOS codes.
- Pearl or other language scripting capable of running backup confits and other scripting to pull information from Cisco/Juniper routers.
- IPSEC configuration, troubleshooting, and design experience.
- MPLS configuration, troubleshooting, and design experience.
- IPV6 configuration, troubleshooting, and design experience.
- Security certification and/or knowledge of DDoS and other attack vectors experienced in today' networks.
- Crypto configuration, troubleshooting, and design experience.
- Layer 2/3 VPN and Firewall knowledge and experience.
- Physical cable plant and wiring experience.
- Certifications with major network system vendors such as Cisco are a strong plus.
- Excellent project, technical, interpersonal, presentation and problem management skills.
- Extensive network integration experience for a variety of network protocol standards.
- Ability to communicate orally, and in writing, detailed technical information on troubleshooting and implementation efforts.
- Familiarization of DOD regulations and directives.
