Noblis is seeking a detail-oriented and experienced Advanced Business Advisor to join our team at ARPA-H (Advanced Research Projects Agency for Health).

As an ARPA-H Advanced Business Advisor, you will provide programmatic, business operations, and budget support to the Government, acting as an Advisor on analytical, consulting, or assessment processes in support of technical, business, and administrative goals of the program and in performance of complex tasks; technical management and/or analysis experience in the management, direction and performance of complex technical projects.

Responsibilities and Duties:
  • Provide programmatic, business operations, and budget support within an R&D technical office.
  • Develop program budgets working with government program managers.
  • Implement and oversee acquisition processes in accordance with federal regulations.
  • Manage multiple tasks at once and adhere to guidelines, budgets, and deadlines.
  • Knowledge of the full scope of business and programmatic processes, procedures and policies within an R&D technical office.
  • Collaborate with a diverse team of scientists, engineers, and administrative staff to ensure seamless program execution.
  • Ensure seamless program execution by effectively collaborating with a diverse team of scientists, engineers, and administrative staff.
  • Provide Noblis-internal leadership, including:
    • Possible line management responsibilities.
    • Providing professional development and mentorship for teammates.
    • Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis' BD team.


Hybrid role - up to 3 days on-site

Required Qualifications

  • US Citizen and able to obtain a Public Trust Clearance
  • A minimum of fifteen (15) years past work experience in management consulting and business advisory role, such as a Business Advisor or Senior Business Consultant preferably in a governmental research or scientific organization
  • Master degree in any field required.
  • Master degree in Business administration, management, finance, or a related field is preferred.
  • Experience in technical, managerial or scientific fields and have expert credentials or be recognized as an authority and have the mature judgment required to advise senior Government personnel.


Desired Qualifications

  • Experience with basic and applied research and prior experience as a senior Systems Engineering and Technical Assistance (SETA) Contractor is highly desirable.
  • Three years or more experience working with ARPA Program Managers is highly desirable.
  • Experience with ARPA processes and direct support to Government program managers highly preferred.
  • Prefer experience supporting DARPA or related Federal "ARPA" agencies (IARPA, ARPA-E, ARPA-H, HSARPA) strongly desired.
  • Alternate preferable experience at NIH, CDC, FDA, Public Health Service.
  • Experience in an R&D environment is preferred.
  • Individual will have demonstrated experience in the use of advanced techniques, theories, precepts, and practices in a scientific or technological discipline.
  • Experience providing programmatic, business operations, and budget support to the Government, including developing program budgets, developing office level budgets and acquisition processes are required.
  • Knowledge of the full scope of business and programmatic processes, procedures and policies within a R&D technical office required.
  • Experience supporting federal agency program managers and leaders is preferred.
  • Experience developing program budgets and developing office level budgets.
  • Experience managing multiple tasks at once and adhere to guidelines, budgets, and deadlines.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Proficiency in Microsoft Office suite
  • Strong organizational and analytical skills
  • Knowledge of R&D industry procurement trends, policies and procedures.
  • Ability to adapt quickly to changing requirements and handle frequent changes as needed.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving problems.
  • Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate with vendors, team members, and stakeholders
  • Proven results-oriented problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
