Leidos Health Mission Solutions Division is seeking an experienced Infrastructure Change Manager, contingent upon contract award, to support a highly visible Technology (IT) services effort at the Health & Human Services (HHS) in Rockville, MD.

This position is contingent upon contract award.
Candidate must be a US Citizen with the ability to obtain a Public Trust Clearance and have lived in the US for the past 3 consecutive years.

The Change Manager (CM) will be responsible for bringing all infrastructure changes under the control of a single set of processes. The candidate will seek to establish a stable environment and to maximize the benefits of change while minimizing the risks. The Change Manager will facilitate and coordinate change management in accordance with customer's Change Management Process. The CM will support the configuration management and change management operational needs of the Program.

Primary Responsibilities:
  • Coordinate, schedule, conduct, and facilitate change review board meetings to include, but not be limited to, review of planned changes and results of changes made, ensuring that all appropriate parties are invited and represented in accordance with approved board policies.
  • Ensure all changes are made in accordance with change management process.
  • Receive and document all Requests For Changes (RFC) and classify proposed changes to the services, which shall include, but not be limited to, change cost, risk impact assessment, and system(s) security considerations.
  • Review all planned changes to ensure that they are complete, accurate, and have no potential conflicts.
  • Communication and socialization of change requests with both internal teams and the customer
  • Communicate any service changes to customer prior to implementation.
  • Provide change documentation as required including, but not limited to, proposed metrics as to how effectiveness of the change will be measured.
  • Publish and communicate the approved RFC to all appropriate IT and business unit stakeholders within HHS and notify these stakeholders of change timing and impact.
  • Oversee the approved change build, test, and implementation processes to ensure these activities are appropriately resourced and completed according to the approved change schedule.
  • Ensure that thorough testing is performed prior to release and assess risk related to any change that is not fully tested prior to implementation.
  • Monitor changes, perform change reviews, and report results of changes, impacts, and change effectiveness Metrics on a weekly basis.
  • Verify that change met objectives based upon predetermined effectiveness metrics and determine follow-up actions to resolve situations where the change failed to meet objectives.
  • Close out RFCs that met successful change objectives or changes that were abandoned.
  • Lead the development, implementation, and continuous improvement of our IT Change Management and Configuration Management processes, adhering to industry best practices (ITIL framework preferred).
  • Assist with development and maintenance of a comprehensive Configuration Management Database (CMDB) using ServiceNow tools, ensuring accurate and up-to-date information on all IT assets.
  • Create and implement clear communication plans to keep stakeholders informed of upcoming changes and their potential impact.
  • Drive user adoption of Change Management and Configuration Management processes through training and ongoing support.
  • Analyze trends and identify opportunities for continuous improvement within the Change and Configuration Management processes.
  • Manage and maintain IT Change and Configuration Management documentation.
  • Collaborate with IT and business stakeholders to ensure alignment between IT initiatives and business needs.

Minimum Education and Experience:
  • Bachelor's degree or equivalent experience and eight (8) years of change management experience or Certified Change Management Professional (CCMP) certification and five (5) years of change management experience.
  • Must be a US Citizen.
  • Ability to obtain a Public Trust Clearance, and the past 3 consecutive years residency in the US.
  • Experience with ServiceNow or other ITSM tool.
  • Experience with applying ITIL standards for change management.
  • Experience updating and maintaining change management plans.
  • Must have strong oral and verbal communication skills.
  • Ability to coordinate with both internal and customer teams.
  • Must be able to thoroughly develop and maintain formal change management processes.

Desired Qualifications:
  • Proven experience in leading and implementing IT Change Management and Configuration Management processes.
  • Experience with HHS change management processes.
  • Experience with the Enterprise Performance Life Cycle framework.
  • CCMP certification
  • In-depth knowledge of ITIL frameworks and best practices.
  • ITIL Foundation certification
  • Configuration management experience
  • Proficiency in the following ServiceNow modules: Change Management, Configuration Management, and Problem Management
  • Excellent communication, interpersonal, and collaboration skills.
  • Strong analytical and problem-solving abilities.
  • Ability to prioritize tasks and manage multiple projects simultaneously.
  • Meticulous attention to detail and a commitment to accuracy.

Pay Range: Pay Range $87,100.00 - $157,450.00
